Proposed Action,
Staff recommends adoption of the following motion: Move that Council authorize the Public Works

Overview.
Engineering staff has contemplated for some time providing field utility maps for quick location of sanitary
sewer, storm sewer and water main, Field work to collect the data would require several months of engineer
personnel time or require costly consultant survey work. Braun Intertec approached the City with a digital
stereo imaging service in 1994 that would meet the City's need at a reasonable cost.
Primary Issues to Consider.
0 Benefits
e Staff and utility workers have long sought a quick reference map to locate utilities in the field. Current maps on
file are woefully outdated or incomplete. Staff was made painfully aware ofthis during an emergency
preparedness drill two years ago. Under this proposal, data concerning location of sanitary/storm manholes,
catch basins, water main valves, and hydrants will be collected. Data will be stored in the form of a
computerized map that will interface with the City's current topo map. The result is a map that will show
utilities in relationship to buildings and curb lines, as an example.
0 Cost
The attached scope of services proposal details the various project tasks with a total cost of$14,978.00. Any
additional tasks the City may wish to pursue would be calculated at the quoted unit costs.
0 Funding
Staff anticipated a project of this nature when preparing its 1995 engineering and utility budgets. The cost
would be borne by engineering, sanitary, and water main 303 accounts.

e Proposed Scope of Service
fOf the City of Hopkins
Braun Intertec Corporation (Braun Intertec) in conjunction with Lambda Tech Inc., will
provide the following.
1. Transportation of the equipment and expertise necessary to perform digital stereo
imaging of the City of Hopkins street network as defined by the City.
2. Collect all data necessary to provide usable stereo imaging information for the
extraction of horizontal coordinate information within ~ one-meter accuracy for all
visible storm manholes and catch basins, sanitary manholes, water gate valves and
hydrants. The amount of data collection will depend on the actual number of miles
driven and number of structures collected. The City will be provided with the total
number of structures collected and total number of miles driven while collecting data
at the end of the project.
3. Provide the collected data in the form of a computerized map that is capable of
interfacing with the City's existing Microstation software.
4. Separate the computerized map into layers corresponding to one layer for all storm-
related structures. This would include storm manholes and catch basins. Separate the

structures. This would include sanitary manholes. Separate the computerized map
e into layers corresponding to one layer for all water-related structures. This would
include water gate values and fire hydrants. The map graphic symbols of each
structure collected will be selected by the City and provided to Braun Intertec prior to
the data collection effort in a format used by Integraph Microstation.
4. Provide extraction of other structures such as signs, signals, and others, from the
digital stereo imaging collected during this project, in the future, as desired by the
City at the current rate at the time of the requested service.
Items to be Furnished to Braun Intertec by the City of Hopkins
1. A map(s) showing the locations of all roadways and/or alleys to be surveyed.
2. A paper map(s) showing the location and coordinate information of all monuments
within the city.
3. A paper map(s) showing the network layout of all structures to be surveyed.
4. Painting of all structures to be collected.
5. Placement of painted laths by the street edge of any structure located in the boulevard.
6. Provide map graphic symbols from the Microstation symbol library for each structure
e type collected prior to the data collection effort.

Our total stated scope of services is a not to exceed amount of $15,000.00. Any additional
quantities not stated above will be on the unit cost basis.
The data collection effort is scheduled to begin on May 22, 1995. The extraction of the data
will be performed over a period of ten weeks after the data has been collected. Braun Intertec
and Lambda Tech will collect coordinate information for all structures visible on the digital
stereo images. Since parked cars may obstruct the view at the time of the structure, the City
may want to restrict parking during the survey if possible. Braun Iotertec and Lambda Tech
are not responsible for the collection of structuring that are obstructed from view. In the case
of structuring outside of curb lines, Braun Intertec and Lambda Tech are oat responsible for
the absence of painted stakes at the time of survey.
Upon acceptance of this contract, please sign and return one copy of this form to Braun
Intertec. Receipt of this letter will serve as your authorization to proceed. Braun Intertec
will submit invoices on a monthly basis as the project progresses. Payment will be made by
the City within 30 days of receipt of the invoices as stated in the attached General Conditions.
