SUBJECT: Second Reading of Ordinance #95-765 adopting the
IIState Building Code and Feesll
Staff recommends the Council approve the following motion: Move
to approve second readinq of ordinance number 95-765 and orderinq
publication of the ordinance summary.
Adoption of this motion will continue the process of adoption of
the 1995 State Building Code and fees.
There have been no changes to the ordinance or fees since the
. first reading.

ORDINANCE NO. 95-765
AN ORDINANCE AMENDING SECTION 400 OF THE HOPKINS CITY CODE
REGARDING BUILDING, HOUSING AND CONSTRUCTION REGULATIONS
This ordinance amends section 400.03 of the Hopkins City Code. The following changes were
made:
1. Section 400.03 Subd. 2 is amended to adopt the March 20th 1995 edition of the State Building
Code as the building code for Hopkins.
2, Section 400.03 Subd, 2 is amended to adopt by reference the 1994 Uniform Building Code and
the 1993 National Electric Code,
. 3. Section 400,03 Subd. 2 is amended to adopt the following appendix chapters of the 1994
Uniform Building Code; 3, Division I, Detention and Correctional Facilities; 12, Division II,
Sound Transmission Control; 29, Minimum Plumbing Fixtures; 31, Division II, Membrane
Structures and 33, Excavation and Grading.
4. Section 400,03 Subd. 2 is amended to adopt Minnesota Rules Chapter 1370, Storm Shelter
construction requirements.
5. Section 400.03 Subd. 4 is amended by adopting Table lA of the 1994 Uniform Building Code
as the fee schedule to be used for building permits.

AN ORDINANCE RELATING TO BUILDING, HOUSING AND CONSTRUCTION
REGULATIONS AMENDING SECTION 400 OF THE HOPKINS CITY CODE
BE IT ORDAINED by the Council of the city of Hopkins as follows:
SECTION 1. That Hopkins City Code is amended by revising sections
400.03 to read as follows:
400.03 Adoption of Minnesota State Buildinq Code. Subdivision
1.Building Code. The Minnesota Sate Building Code, one copy of which
is on file in the offices of the city Clerk, has been adopted by
Minnesota Statutes, section 16B.59 to 16.B7~2 as a Uniform Building
Code for the State. The State Building Code is hereby confirmed as the
building code of the city and is incorporated in this chapter as
completely as if set out in full.
Subd.2 Adoption bv reference. The July 1990 March 20th. 1995
edition of the Minnesota State Building Code, as amended, adopts by
reference certain codes, appendices, standards and supplemental
materials, THe following codes, appendices, standards and
supplemental materials are adopted by reference and incorporated into
this code as if fully set out at this point:

Subd. 3 . Buildina Official. For purposes of this chapter the term
"Building Official" means the city "Chief aBuilding .iI.nspector".
Subd. 4. Buildina Permits required. It is unlawful for any person
to perform any work regulated by this section without first having
obtained a license, if required, and a permit to do so, and paid all
the fees set out in section ~107, and Table ~~-A of the Uniform
Building Code.
