FLUSHER UNIT BID AWARD
Proposed Action.
Staff recommends adoption of the following motion: "Award the bid for
a New Flusher unit to Ruffridge Johnson Equipment for a Rosco model
MTA Flusher Unit. 11
overview.
Bid opening for a new flusher unit was held at Hopkins City Hall on
May 31, 1995. The following three bids were received:

Staff recommendation for the Rosco Flusher from Ruffridge Johnson is
based on compliance with specifications, past experience, reputation
. of bidder, and overall best interest of the city.
An option bid for an enclosure for the rear engine was rejected by
staff as being too costly.

. Detailed Background
Currently the city owns a 1980 International with a Rosco Flusher unit
which has proven to be a very reliable unit. This vehicle has a 2100
gallon water tank with a high volume pump. It is used in the summer
for wetting the streets prior to sweeping and for various projects
where water is required but not available. The flusher unit is used
during the winter months for flooding of the cities skating and hockey
rinks. The flusher unit also can be used by the fire department as a
water supply in emergencies.
Analysis of Issues
o Is the award to Ruffridge Johnson for the Rosco Flusher unit in
the best interest of the city?
Public works staff has reviewed the bids and made our decision
based on the following findings and recommendations:
Bid Compliance:
1) Rosco model MTA met or exceeded bid specifications in all
critical areas.
2) Ruffridge Johnson and Sweeny Brothers are only bidders that
supplied a certificate stating that they maintain adequate
. parts and trained technicians in the seven county metro
area.
3) Ruffr idge Johnson and Sweeny Brothers supplied a two year
paint warranty. Stepp manufacturing 1 year.
4) The delivery date specified in the bid was 45 days.
Ruffridge Johnson met that specification. Sweeny Brothers
specified 60-90 days and Stepp 120 days.
5) The Rosco Flusher and Etnyre Flusher units are utilized by
numerous cities and counties for their flushing needs. I
have been unable to find one stepp unit in the seven county
metro area.
Public Works staff recommends that in the best overall interest
of the city, when looking at long term cost and reliability, the
Rosco Flusher from Ruffridge Johnson is the better choice.

The city council of Hopkins, Minnesota, will receive sealed bids for
the, purchase of:
ONE (1) NEW FLUSHER UNIT
Bids will be received until 10:00 a.m. on the 31st day of May, 1995,
at the Hopkins City Hall, 1010 First Street South, Hopkins, MN 55343,
at which time and place all bids will be publicly opened and read
aloud.
The bidder shall state in his proposal a complete description of each
item that does not meet or deviates from specifications and shall
state the approximate date of delivery. Any item in the bidder
proposal that does not meet specifications or is proposed as an
"Approved Equal" or "Equivalent" must be described in writing and must
be approved by the Public Works Director, Steven J. Stadler, and if
not approved may be used to disqualify the bid.
Submit bids on the proposal form supplied IDeeting all the
specifications indicated. Show all information requested. Enclose
bid in a sealed envelope marked "BID FOR HOPKINS FLUSHER UNIT". Bids
shall be accompanied by a cashier's check, bid bond or certified
check, payable to the order of the city of Hopkins, for five (5%)

SPECIFICATIONS FOR ONE .
FLUSHER UNIT
GENERAL CONDITIONS
These specifications contemplate the furnishing and delivery to the
city of Hopkins, one (1) Flusher Unit. The unit when completed shall
be ready for operation with all equipment and accessories needed for
efficient operation whether or not specified herein.
BID SECURITY
No proposal shall be considered unless each bid item is accompanied by
a cashier's check, certified check, or bid bond in the amount of at
least five percent (5%) of each tendered bid. All forms of bid
guarantee shall be made payable to the city of Hopkins.
The bid guarantee of unsuccessful bidders will be returned within
thirty (30) days following action by the city on the award of the
contract and to the successful bidder on the completion of the
contract.
In case the successful bidder fails to enter such a contract, the
amount of the bid guarantee shall be forfeited to the city.
PROPOSF"L e
The bidder shall submit his proposal on forms as furnished in these
specifications. Only proposals which are made out on the original
form attached hereto will be considered, and no bid will be accepted
without completion of the attached questionnaire.
INTENT
It is the intent of the City not to be restrictive to any one
manufacturer. However, the unit desired must meet the enclosed
standards, and any unit bid which does not comply with the
aforementioned specifications will be rejected. All items which are
in addition to these standards are assumed to be included in the
bidder's proposal.
MANUFACTURER'S SPECIFICATIONS
A complete set of a manufacturer's specification and illustrated
descriptions shall be furnished with the bid.

DELIVERY SITE
4It The flusher unit is to be completely installed, operational, and ready
for service upon delivery and acceptance within forty-five (45) days
after pick up by vendor.
The completed unit shall be delivered to the city of Hopkins, 1.601
Second street South, Hopkins, Minnesota 55343 at no additional
compensation. state delivery time on Bid Sheet.

MAINTENANCE
The agency agrees to provide such preventative maintenance and daily
and monthly services as described by the manufacturer.
SERVICE FACILITIES
Because the maintenance of this equipment in good operating condition
without protracted time out for repairs is critical, repair parts and
service must be adequate and readily available. The bidder will
certify that they maintain an adequate stock of parts within the seven
county metropolitan area and employs qualified serviceman within the
area, available on short notice. The bidder shall state in his

TAX EXEMPTION
The city of Hopkins is an instrumentality of the state of Minnesota
and is subject to the general State sales tax provisions as of June 1,
1992. However, the city is not subject to Federal Excise Tax and is
exempt from the state sales tax for certain purchases. Appropriate
certificates shall be furnished if required.
GENERAL SPECIFICATIONS
Unit bid shall be a currently advertised and produced model with all
the latest changes and features offered as standard equipment, whether
called for in these specifications or not, except where a substitute
feature or item in lieu of manufacturers standard.

FLUSHER UNIT SPECIFICATIONS
Minimum Capacity 2100 U.S. Gallons.
Cross Section shall be oval or elliptical, with the longer axis to be
horizontal.
Grade A Tank Steel: Bottom section, upper section, and heads to be
minimum ten gauge, surge plates to be constructed as to lend to tank
support spacing on surge plates 5411 minimum. Interior shall be
treated with no-ox ID-A or equal to service as a corrosion retarding
agent.
Tank design to provide proper load distribution on the city supplied
cab and chassis. ~
All seams to be electrically welded.
Head construction to be convex, dished or flanged and shall be
reinforced.
Access shall be provided to all compartments, with "crawl holes" to be
of size to permit access of a large person.
openings in surge plates shall be provided to allow the free flow of
water and complete draining of tank.
Fill in-take to be two and one half inch (2 1/211) pipe, extended down
right forward portion of tank below centerline of tank, with National
standard Fire hose connectors. Filling device to meet air gap code.
Tank to be provided with a two and one half inch (2 1/211) 1. D. by
fifteen feet (15') non collapsible rubber hose (not fire hose).
Provide cradles to store hose.
Provide a four inch (4") 0.0. by thirty inch (30") , eighteen (18)
gauge brass cylinder strainer mounted in the fill manhole. strainer
to be easily removal from the top of the tank for cleaning purposes.
Fill in-take shall be located at the top of the tank, forward 1/2 of
tank. Tank to have float type overload indicator, visible to operator .
at hydrant on passenger side of vehicle. Indicator shall show when
tank is 80% filled. A green pilot light shall be mounted on control
panel in cab that will come on when tank is 80% filled.

. Provide control panel mounted low water light, light to come on when
water level drops to fifteen inches (15") and less.
Provide method of relieving pressure inside tank when pressure exceeds
five (5) P.S.I.
An overflow pipe of three inches (3") minimum diameter is to be
provided on truck center-line, extending down through the bottom of
the tank in such a location as to clear all truck members.
Tank to have eight inch (811) diameter sump, with four inch (4") brass
drain plug for clean-out.
Provide slip-proof steps extending out a minimum of two (2) inches
from tank and ten ( 10) inches in width. steps to provide access to
fill and access manhole. Steps to be in-line with fenders.
Tank to be provided with a right side, mid-tank, discharge outlet with
level shut-off valve. Outlet to be tow and one-half inch (2 1/211)
pipe, with National Standard fire hose connectors, and positioned to
provide easy access without extending past the most outer edge of
tank. Install a contents gauge, calibrated in one hundred (100)
gallon increments, on the front right hand side of the tank. Final
screen strainer that filters water before it enters pump. Must be
. easily serviceable.
TANK MOUNTING:
Mount tank on full length or cradle-style channel sills, welded
thereto. Provide even weight distribution over entire truck frame.
structural channel frame must support the power pumping unit which is
to be mounted to the rear of the tank. This extension shall be
securely fastened to the truck chassis frame by the use of steel clips
and bolts, cushioned with hardwood strips between the truck frame and
sills of the tank unit. A full width heavy duty minimum six (6) inch
8.2 pound steel channel bumper shall be provided at the rear.
Fabricate and install full fenders over rear wheels, equipped with
replaceable rubber mud guards.
PUMP:
The flushing pump to be a split case high pressure pump with a bronze
fitted impeller and direct connection to the power unit.
The pump shall be capable of maintaining 75 P.S.I. at 500 G.P.M.
output. The power source direct connection shall be a shock
absorbing, self aligning coupling to eliminate problems due to
misalignment and shock.
. Supplier shall provide full pump data including a pump curve showing
pumping and engine HP requirement for available sizes and pump
capacities.

POWER UNIT: .
To be diesel engine sized with adequate horsepower (80 HP minimum) to
handle the pump being supplied. It shall include:

All engine controls, including throttle, starter, oil pressure,
tachometer and temperature numerical gauge, shall be located inside of
the truck cab within easy vision of the driver in the normal driving .
position. controls must be mounted so operator can easily move
through cab form driver seat to passenger door.
Supplier shall provide manufacturer's data on make, model, horsepower,
number of cylinders, cubic inch displacement and operating R.P.M. for
approval by city staff.
NOZZLES:
There shall be provided four ( 4 ) adjustable flushing nozzles. The
shall be bronze, two-piece, horizontally split, slot type, adjustable
swivel in three planes, lockable in position. Each nozzle shall have
a capacity of 150 gallons per minute at 50 pounds per square inch
pressure. Two nozzles located midway between the truck wheels, one on
each side, and tow nozzles mounted at the front of the truck. Two
sprinkler heads to be mounted on rear of the truck with controls same
as flushing mounts.
Each nozzle shall have a capacity of 100 G.P.M. at 75 pounds per
square inch of residual pressure at full flow.
Discharge from each nozzle to be controlled by a remote controlled
globe type valve with cold water replaceable disc and a built-in
diaphragm to open and close the valve by means of air pressure
available from the truck chassis braking system .

. VALVES:
All valves are to be located in rear by the engine compartment. Each
valve is to be controlled by means of a solenoid operated valve
actuated by an electric toggle switch located in the truck cab within
easy reach of the driver in the normal operating position. Ten extra
valve diaphragms will be included.
Furnish and install a water pressure gauge in the truck cab (within
vision of the driver) with a capacity of at least twice the capability
of the pump.
PIPING:
All necessary pipes shall be of a standard weight wrought steel and
reinforced rubber tubing.
suction line to be welded steel pipe with flexible leakproof
victraulic coupling to relieve vibration strains.
Provide piping system with sufficient brass petcocks at low points to
allow full system drainage including pump valves and the piping system
set up for recirculating during winter months.
Provide and enclosed lockable tool box mounted to the truck frame
. approximately 18 x 18 x 32. The best location to be worked out with
the manufacturer.
Provide a powered hose reel on right rear of truck to hold a minimum
of one hundred feet (100' ) of one inch (1") rubber hose, connected
permanently to pump discharge. Power source for reel operation may be
electric, hydraulic or air. One hundred feet (100') of hose, as
described above, to be furnished and installed on ree I . Power hose
reel to be completely enclosed in a weatherproof compartment,
preferable enclosed with engine compartment. Provide detailed drawing
with bid.
LIGHTING
Furnish and install necessary lighting so as to conform to all state
and Federal regulations.
Furnish and mount two (2 ) flashing amber strobe lights; one on cab and
one on rear, both protected by limb guards. Lights to be a Whelen
double flash strobe or equal. Arrow stick to be mounted to be visible
from rear of unit.
Install right and left side and rear flood/work lights with separate
switching for each. Flood lights to be mounted midway on the right
and left side and also on the rear, one foot (1' ) from the top of the
. tank, with the capability of illuminating the entire pump engine
compartment and rare behind flusher.

PARTS AND SERVICE MANUALS:
Furnish one (1) parts book, one (1) service manual and two (2) ·
operator's manuals.
WARRANTY SERVICE:
The manufacturer's standard new unit warranty shall be furnished as a
minimum. The vendor shall promptly replace or repair defective
material, parts, workmanship and/or inadequate design at no additional
cost to the city of Hopkins. This warranty shall apply to all
components whether directly manufactured by the original supplier or
not. Regardless of other terms of the warranty, it shall extend full
warranty for a minimum of two (2) years after the date of final
acceptance on all flusher components.
MANUFACTURER'S SPECIFICATION:
A Complete set of manufacturer's specifications and illustrated
literature shall be furnished with each bid proposal submitted.

OPTIONS
OPTION I
A compartment shall be provided at the rear of the tank for housing .
the Auxiliary Engine and Flusher Pump. The rear compartment shall
include adequate ventilation to prevent overheating of the engine, and'
it shall have two large access doors to permit entrance to and easy
service of all components. The rear compartment is to be sloping to
give a pleasing appearance. Provide detailed drawing with bid.

BID AWARD:
It is the intent of the city of Hopkins to award the contract to the
lowest responsible bidder meeting the specifications, provided that
the bid has been submitted in accordance with the bid requirements.
The city reserves the right to waive any informality or irregularity
in any bid received; to award the bid which is in the best interest
of the city. Award will be based on, but not necessarily limited to,
the following:
1) compliance to conditions and requirements of the bid
specifications.
2) General reputation
3) Evaluation of the bidder's ability to service the city.
4) Prior knowledge of and experience with the bidder in terms
of past performance both with the city and others. .
5) City experience with the equipment offered, if any.
6) successful bidder shall supply a user list from the last
five (5) years for products comparable to unit being bid.

. PAINT:
Entire area of the tank shall be cleaned of all weld slag and dirt and
shall receive a prime coat application prior to the final paint
application. Paint shall be a high grade enamel. Color shall match
supplied cab and chassis. Paint is to be warranted from rust for two
(2) years.
