Approve Plans and Order Bids
Alley Reconstruction
Projects 95-02 and 95-03
Proposed Action.
Staff recommends the following motion: Move that Council adopt
Resolution 95-45, Resolution Aoorovinq Plans and Soecifications For
Allev Reconstruction and Authorize Advertisinq for Bids, City
Proiects 95-02 and 95-03.
This action will continue assessable projects for those lots abutting
alleys in the #10 Block between 6th/7th Avenues North and in the #100
Block between Monroe/Jackson Avenues North.
Overview.
Council at its May 16 meeting conducted public hearings concerning
reconstruction of the above-referenced alleys. Details of the
feasibility studies were discussed including a 10 foot wide concrete
alley in Block 10 and a 12 foot wide concrete alley in Block 100.
Issues of easements arose in examining the residential alley in Block
10. Council ordered plans and specifications to be drawn up and
instructed staff to resolve easement issues. Final plans are before
Council for approval and attached is supporting information
. concerning resolution of easement issues.

~ · Estimated project costs
~ Residential lots in Block 10 are fairly uniform in width - the
standard fifty foot lot. There are some parcels unique in shape
and dimension and staff has determined that the maximum lineal
foot assessment should be based on 75 feet. The estimated
assessment is $24.86/FF for a ten foot alley in Block 10.
commercial lots in Block 100 off Jackson Avenue are uniform in
width. Some owners retain more footage than others, but staff
sees no need to place maximum ceilings on assessments. The
estimated assessment is $24.81 for a 12 foot alley in Block 100.
· Easements
Staff has negotiated for a 60 square foot easement on the
Wahlroos property at 10 6th Avenue North. Mr. Wahlroos has
agreed in principle to grant the easement in return for an
additional parking pad at City cost and a new driveway garage
apron at partial city cost. (See attached letter)
The Jaycees organization has given verbal approval to granting a
10 foot strip easement over their parking lot at 66th Avenue
North. Their organization requested a private parking lot
improvement to be done in conjunction with the alley improvement.
Their request is to place the cost of the parking lot work as a
special assessment against their property. Details of this
. request are covered in a separate Council report. (See attached
letter)
· Unique construction issues
The feasibility study concerning the commercial alley off Jackson
Avenue determined the most cost effective reconstruction would
involve regrading and resurfacing of the Deli-Double catering
rear parking lot. staff proposed that the owner and City share
equally in the parking lot reconstruction and the owner has
agreed to this in principle. (See attached letter)

Dear Mr. Wahlroos:
This letter is a written follow-up to our agreement to allow a city
easement and compensation to you, the property owner. Our May 19 on-
site meeting and May 25 telephone conversation resulted in the
following agreement terms:
. 0 You will provide a 60 sq. ft. easement. The area is described as
an approximate right triangle, bounded by: an 8' leg along the
north side of city alley right-of-way going east toward 6th
Avenue North, a 15' leg along the east side of city alley right-
of-way going north towards 1st street North and a 17' line
(hypotenuse)
0 In exchange for above described perpetual 60 sq. ft. easement,
the city of Hopkins will:
1) Pay the construction cost, less $600 paid by you, for a new
concrete driveway garage apron (approximate dimension 17' x
26' x 6" thick).
2) Provide, at city cost, a parking area (to replace area lost
due to easement) of approximate dimension 10' x 17' x 6"
thick.
A formal easement agreement will be sent for your signature. This
letter is only to confirm our mutual understanding of the easement
description and compensation.

Subject: Petition For Parking Lot Improvements
Dear Mr. Johnson:
Enclosed you will find a petition for the construction of a
parking lot at your 6th Avenue headquarters. The city's
understanding is this is a private improvement to be done in
conjunction with planned alley improvements in your neighborhood
and that you wish to have the cost placed as a special assessment
. on the property. Please arrange for the appropriate signature on
the petition and return it to our office by May 31. The request
will be placed on the June 6 Council agenda for approval.
As I mentioned in our telephone conversation, the City is
requesting a strip easement across the northern portion of your
parking lot for purposes of accommodating city truck maneuvers
through the alley. Currently we anticipate a ten foot wide strip.
In the near future our office will be sending the necessary
easement document for signatures.

Dear Mr. Brown:
This letter confirms our verbal agreement that Deli-Double will pay
one half the cost of improvements to your parking lot, in order to
improve drainage. This construction project will be bid and completed
as part of the alley reconstruction project (Project No. 95-03) . We
have not competed final design yet but the work should consist of
. those items listed on the attached Preliminary Cost opinion. As I
mentioned, I believe these costs are on the high side but we won't
know for sure until bids are received. We anticipate bid award on
July 5th with construction in late JUly-August, 1995.
Regarding you door thresholds, I'm told the design takes into account
the limited vertical rise from the parking lot surface to the
thresholds.

RESOLUTION NO: 95-45
RESOLUTION APPROVING PLANS AND SPECIFICATIONS
FOR ALLEY RECONSTRUCTION
AND AUTHORIZE THE ADVERTISING FOR BIDS
PROJECTS 95-02 AND 95-03
WHEREAS, pursuant to a resolution passed by the Council on May
16, 1995, plans and specifications for reconstruction of alleys
in the 10 Block between 6th/7th Avenues North and the 100 Block
between Monroe/Jackson Avenues North have been prepared by OSM
Associates, and they have presented such plans and
specifications to the Council for approval,
NOW THEREFORE BE IT RESOLVED, by the City Council of Hopkins,
Minnesota:
1. Such plans and specifications, a copy of which are attached
hereto and made a part hereof, are hereby approved and ordered
placed on file in the office of the city Clerk.
. 2. The City Clerk shall prepare and cause to be inserted in the
official paper and in the Construction Bulletin an advertisement
for bids upon the making of such improvement under such approved
plans and specifications. The advertisement shall be published
twice, at least twenty-one days before date set for bid opening,
shall specify the work to be done, shall state that bids will be
received by the clerk until 10 a.m., on the 29th day of June,
1995, at the city Hall and that no bids shall be considered
unless sealed and filed with the clerk and accompanied by a
certified check or bid bond, payable to the city of Hopkins,
Minnesota for 5% of the amount of such bid.
3. The clerk and engineering superintendent are hereby authorized
and instructed to receive, open, and read aloud bids received at
the time and place herein noted, and to tabulate the bids
received. The Council will consider the bids, and the award of
a contract, at the regular City Council meeting of July 5, 1995.
Adopted this 6th day of June, 1995.
