Staff recommends adoption of the following motion: Authorize preparation of plans and specifications for parking lot improvements on the CityIHRA property located at the northeast corner of Main street and Eighth Avenue (Lots 11 and 12, Block 66, West Minneapolis). Overview. The City presently owns a vacant lot on the northeast corner of Mainstreet and Eighth Avenue. This property was the location of the former City HalL It has been used over the last several years for parking. The property directly east of the above parcel contains a building which was purchased by the lIRA and has been rented for several years. Staff is presently asking the Council to consider action to upgrade these parking areas. The purpose of these improvements is as follows. Address drainage issues in this area. Enable the City to be in compliance with the Zoning Ordinance, which requires parking areas for six or more vehicles to be of a hard surface with curb and gutter. Improve the overall aesthetic appearance of this area Primary Issues to Consider. o What would be the extent of the improvements? o How would these improvements be funded? o What would be the impact of the proposed action? o What is the purpose of these improvements? The improvements would basically involve hard surfacing and possible installation of paved curb and gutter on the subject CityIHRA property. Some minor landscaping would also be installed on the comer of Eighth and Mainstreet. In order to accomplish this work, the following would need to be undertaken. Removal of a portion of the old City Hall foundation that abuts the sidewalk on both Eighth Avenue and Mainstreet. Re-grading of the area with some additional fill placed along the building line of 1 71 7 Mainstreet. It still seems that the long-range goal of the City is to redevelop this area and, therefore, the improvements would be designed more short-term in nature. o How would these improvements be funded? Staff would propose that any improvements be funded with Tax Increment dollars from the downtown district (TIF 1-1). . o What would be the impact of the proposed action? The proposed action is only requesting authorization to prepare plans and specifications The cost to undertake this task is estimated to be $2,500. In early 1996, once the plans and specifications were prepared, staff would return to the Council to discuss the specifics of the project. If the Council was favorable in moving forward, the project would be bid in early 1996 with construction in the Spring or Summer of 1996. Every attempt would be made to combine this project with other similar projects to reduce costs. o What is the purpose of these improvements? These improvements are being proposed for the following reasons. To address drainage problems at 717 Mainstreet. Presently this building has water in the basement during heavy rainfalls. This is due to the fact that runoff is presently not directed away from the building. The Hopkins Zoning Ordinance requires that parking areas for six or more cars be hard surfaced with curb and gutter. Presently the subject property is the only large parking lot in the downtown that does not comply with this requirement. . . . e Council Report 95-160 Page 3 Alternatives The City Council has the following alternatives regarding this matter. 1. Approve the action as recommended by Staff With approval of this action, staffwill solicit proposals for preparation of plans and specifications. 2. Continue for additional information. 3. Deny authorization of preparation of plans and specifications.
