Lawful Gambling Policy
Subject:
Councilmember Hesch has requested that the Council discuss the city's current policy concerning
Lawful or charitable gambling.
This policy was adopted in 1987 and revised in 1994. The most notable part oftrus policy is the
requirement that organizations wishing to conduct lawful gambling in Hopkins must have their
principal location in Hopkins.
Councilmember Hesch gave me a list of issues and proposals regarding lawful gambling, I asked
Jim Genellie to review and comment on her list of issues.

Quarterly Financial Statements
Demographic information provided yearly of# of staff
Semi-annual charitable giving statements (categorized by type and location)
Minimun of 80% to local trade area
Loosen requirements to state requirements for length of time in operation and
number of members (how is Ilmember" defined by state)
Possibly remove local business requirement and require proposal as to how big a percent
of net proceeds will go to local trade area. License will go to those showing most local
philanthropy. Renew license based on reaching proposed targets (Similar to Celebration
for Life philosophy at Foundation)
Require some form of evaluation on effectiveness of major donations
Can we grant annual instead of two-year licenses?

Suggestions: Adopt a local nonprofit annually or for longterm on-going support
Procedures for hiring people in most need for pulltab jobs
Ask Mick Johnson, President of The Foundation-HSM to conduct
charitable giving seminar including planning, formulation of giving
guidelines and criteria for requests
Form a lobby group to retain more state tax monies locally and less
state/more local control over giving guidelines
