Assessments Proposed Action. Staff recommends adoption of the following motion: Move that Council Adopt Resolution 95-77. Resolution For Hearinq on Proposed Assessments - Allev Reconstruction. Proiects 94-13. 95-02. 95-03; Mainstreet Reconstruction. proiect 93-18; Certain Private Improvements and 1995 Miscellaneous Special Assessments. Adoption of this resolution sets in motion the assessment process for the various projects named above as well as for delinquent invoices. Ove:r:view. On an annual basis Council considers the assessment of delinquent City invoices, maintenance of the parking ramp, and various small, private improvement projects. In addition Council needs to undertake the special assessment process concerning alley reconstruction late in 1994 and two 1995 alleys and also the Mainstreet Project from 5th Avenue to T.H. 169. Primary Issues to Consider. o Schedule September 5 Council orders public hearing September 13 and 20 Public hearing notice in Sailor October 3 Public hearing and adopt assessment November 2 Deadline for interest free payments November 30 Deadline for prepayment of new levies o Staff recommendation Staff recommends that Council set a hearing date of October 3 to consider special assessments. Engineering Superintendent . . e City of Hopkins Hennepin County, Minnesota Resolution No.: 95-77 Resolution For Hearing On Proposed Assessments Alley Reconstruction, Projects 94-13, 95-02, 95-03; Mainstreet Reconstruction, Project 93-18; certain Private Improvements and 1995 Miscellaneous Special Assessments WHEREAS, the engineering superintendent has prepared assessment rolls for alley reconstruction in the 10 Block, 8th-9th Avenues North, in the 10 Block between 6th-7th Avenues. North and the 100 Block between Monroe and Jackson Avenues; for Mainstreet reconstruction from 5th Avenue to T.H. 169; for certain private improvements and for 1995 Miscellaneous Special Assessments, and WHEREAS, the city clerk has notified the Council that such proposed assessments have been completed and filed in his office for public inspection, NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF HOPKINS, MINNESOTA: 1. A hearing shall be held on the 3rd day of October, 1995, at the City Hall at 7:30 P.M. to pass upon such proposed assessments and at such time and place all persons owning property affected by such improvements will be given an opportunity to be heard with reference to such assessment. 2. The city Clerk is hereby directed to cause a notice of hearing on the proposed assessments to be published in the official newspaper at least two weeks prior to the hearing and to mail notices to the owners of all property affected by said assessments. 3. The notice of hearing shall state the date, time and place of hearing, the general nature of the improvement, the area to be assessed, the total cost of each of such improvements, and that the proposed assessment roll is on file with the clerk and that written or oral objections will be considered. . - - 4. Assessments shall be payable in annual installments over the following periods at the specified interest rate: a) Alley reconstruction - 10 years at 8% b) Mainstreet reconstruction - 10 years at 8% c) Private improvements - 10 years at 8% d) Miscellaneous assessments - due and payable in full in 1 year Adopted by the city council this 5th day of September, 1995.
