APPROVAL OF AGREEMENT WITH RCM, INC.
FOR PROFESSIONAL SERVICES RELATING TO
DESIGN AND CONSTRUCTION OVERSIGHT OF A
SUPERVISORY CONTROL AND DATA ACQUISITION (SCADA) SYSTEM
Proposed Action.
Staff recommends adoption of the following motion: "Move that Council
authorize the Mayor and city Manager to enter into an aqreement with
ReM, Inc. for professional services as they relate to desiqn and
construction oversight of a supervisory control and data acquisition
(SCADA) system.1I
overview.
A SCADA system is a computer-based monitoring and control system.
This project will upgrade our existing water and sewer control system.
The current system relies on phone company lines for transmission
which have reliability problems, and high rental costs. The service
of the system is becoming difficult, due to the hybrid design and
combination of manufacturer's equipment. An upgrade to a newer
electronic and radio transmitted system would allow more reliable
monitoring, easier service, more control of functions in response to
changing conditions and especially allow us faster response to sewer
station problems. Radio or beeper information will be able to be
relayed to the operating staff with regard to system status.
Three bids were received for these professional services.

RCM's proposal will provide the following services at a not-to
exceed cost of $9,000
Analysis of present individual control systems
Define the requirements of the SCADA to existing local
control interfaces
Design the SCADA control system with Programmable Logic
Controller (PLC) remote telemetry units, personal computer
interface, and radio telemetry
Develop equipment supplier pre-qualifications
Construction oversight
Individual site (wells, lift stations, towers, plant) system
check-out
Final system check-out
o Project funding and schedule
Project design will be completed by March, 1996. Construction
should be completed by February, 1997. This project, including
design and construction, will be funded as follows:

The project is included in the current CIP as a 1995/96 project.
o Staff Recommendation
staff recommends that Council authorize an agreement with RCM.
RCM has the necessary staffing and SCADAjcontrol system project
experience to successfully complete this design. It will also be
beneficial to have RCM complete this work as it meshes will with
ReM's Moline Wellhouse (Well #1) schedule and design.

Dear Mr. Lauseng:
We are pleased to have this opportunity to submit this proposal to design and prepare
contract documents for the installation of a SCADA system to monitor and control the
City of Hopkins' water system and sewage collection system.
We understand that the Hopkins water system includes:
Three wells,
One water treatment plant with two gravity filters,
One booster pumping station with a ground storage reservoir and
Two elevated storage tanks, one with a ground storage reservoir.
And that the Hopkins sewage collection system includes seven lift stations.
Under this proposal, we will:
Examine the present control strategy in each facility to determine:
The extent to which the proposed SCADA system should supplant and/or
supplement individual local control systems.
The feasibility of interconnecting each individual control system with the
proposed SCADA system and the optimum method of making such
interconnections.
Design the proposed SCADA system, including any required modification to
and interconnection with existing local control systems. The design of the
SCADA system will provide:
Continuous monitoring of the status (runlstop) and of the hoW's of operation
of pumps and other significant pieces of equipment.
Immediate reporting of abnormal conditions such as pump failure, power
failure, flooding or freezing.
Recording and reporting of flows and electrical demands, both
instantaneous and integrated values.

Assist the City of Hopkins in the receipt of bids and in the award of contracts
for the manufacture and installation of the SCADA system.
. Examine the Contractor's shop drawing submittals to assure compliance with the
intent of the design.
Periodically observe the Contractor's work to assure compliance with the intent
of the design and the requirements of the contract.
Identify any demand and/or energy conservation measures that may qualify
for low-cost funding under the various grant and loan programs
administered by the Minnesota Department of Public Service or Northern
States Power Company. We will assist the City of Hopkins in performing
the engineering analysis and in the preparation of applications for such low-
cost funding.

We expect that the City of Hopkins will:
Make available existing reports, maps, plans, specifications, installation
drawings, Owner's Manuals and such other materials as may be of help to
us in providing these services.
Make available City personnel who are familiar with the existing facilities
to make available their background knowledge and operating experience.
Conduct such special system operations as may be required for test purposes
to provide data fur the evaluations and analyses.
We anticipate that the services to be provided under this proposal will require three
months from the time we are notified to proceed.
Our fee for these services will be detennined by applying our standard hourly charges
for the personnel involved plus outside costs at actual cost, subject to a maximum
charge for all services of nine thousand dollars ($9,000.00).
If this proposal is acceptable, please sign below and we will proceed with the described
work.
