CALL PUBLIC HEARING ON CREATION OF TIF DISTRICT 2 - 8
Staff recommends adoption of the following motion: Move to approve scheduling a public
hearing for Tuesday, January 16, 1996, at approximately 7:30 p.m. in the Council Chambers at
Hopkins City Hall.
With approval of this action, staff will publish the hearing notice in the Sun Sailor.
A number of months ago, staff was approached by Doug Karon, president of Diamond
Laboratories, regarding the possible redevelopment of the M. B. Hagen Little League field. His
current proposal, due to soils conditions on the site, necessitates the use of tax increment
financing to facilitate such redevelopment.
Previously, the HRA approved Diamond Laboratories' preliminary tax increment application, and
on November 21, 1995, staff is recommending approval of Diamond Laboratories' Final Tax
Increment Application, and for the HRA to ask the City Council to schedule a public hearing
regarding creation of TIF District 2 -8.
The recommended action to schedule a public hearing in no way obligates the City Council to
certify the tax increment district. The action simply schedules a public hearing for a specific date,
at which time certification of TIF District 2 -8 will be further discussed and public comments
heard.

NOTICE IS HEREBY GIVEN that the City Council (the "Council ") of the City of
Hopkins, County of Hennepin, State of Minnesota, will hold a public hearing on Tuesday, January
16, 1996, at approximately 7:30 p.m. in the City Council Chambers in Hopkins City Hall, 1010 First
Street South, Hopkins, Minnesota, relating to the modification of Redevelopment Project No. 1 and the
establishment of Tax Increment Financing District No. 2 -8 (a redevelopment district) and the approval
and adoption of a modified Redevelopment Plan and a Tax Increment Financing Plan (collectively, the
'Plans ") relating thereto, pursuant to Minnesota Statutes, Sections 469.001 to 469.047, inclusive, and
Minnesota Statutes, Sections 469.174 to 469.179, inclusive, as amended. A copy of the Plans is on file
and available for public inspection at the office of Community Development at City Hall.
Tax Increment Financing District No. 2 -8 encompasses all property and adjacent and interior
roads and rights -of -way, as found on the attached map and indicated by the parcel identification
number below:
Subject to certain limitations, tax increment from Tax Increment Financing District No. 2 -8
may be spent on eligible uses within the boundaries of Redevelopment Project No. 1, as shown on the
attached map.
All interested persons may appear at the hearing and present their views orally or, prior to the
meeting, in writing.

public bearing notice).
November 28, 1995 Plans forwarded to School District(s) and County Board (at least 30 days prior
to public hearing).
November 29, 1995 Planning Commission finds Plans to be in compliance with the comprehensive
plan.
December 27, 1995 Send public hearing notice and map to local paper.
January 3, 1996 Date of publication of hearing notice and map (at least 10 days but not more
than 30 days prior to hearing).
January 16, 1996 HRA approves the Plans.
January 16, 1996
January 17, 1996 Ehlers/Publicorp certifies Plans to county and state.
