ADOPTION OF GOALS - METROPOLITAN LIVABLE COMMUNITIES ACT
Proposed Action
Staff recommends approval of the following motion : Authorize execution of Metropolitan
Livable Communities Act Housing Goals Agreement.
With this motion, the Metropolitan Livable Communities Act Housing Goals Agreement will be
executed and forwarded to the Metropolitan Council.
The Metropolitan Livable Communities Act was enacted in June 1995 and is the Legislature's
attempt to address various issues facing the seven - county metropolitan area. The Act establishes
a Metropolitan Livable Communities Fund which consists of three accounts: the Tax Base
Revitalization Account; the Livable Communities Demonstration Account; and the Local Housing
Incentives Account. The goal is to provide incentives to expand housing opportunities for low
and moderate income families and funds for the clean -up of polluted land.
Cities have the option whether to participate in the Local Housing Incentive Program,
administered by the Metropolitan Council. Participating allows the City competitive access to
the three funding sources. If the City elects not to participate, it is not eligible for funding
through the three LCA accounts or the DTED polluted sites fund.
The City of Hopkins elected to participate in the program by adopting a resolution at the
November 15, 1995, City Council meeting. To continue our eligibility, the City must adopt
housing agreements and goals by December 14, 1995 and develop an action plan by June 30,
1996. If the City chooses to participate in the program in 1997, it will also be required to spend
a certain amount on affordable housing.

Analysis of the Issues
The agreement outlines the following principles that the City supports:
o A balanced housing supply with housing available for people at all income levels and in
all stages of the life -cycle
o The accommodation of all racial and ethnic groups in the purchase, sale, rental and
location of housing
o Well- maintained housing and neighborhoods
o Housing developments that respect the natural environment while striving to
accommodate the need for a variety of housing types and costs
o The availability of a full range of services and facilities for our residents, and the
improvement of access to and linkage between housing and employment.
Additionally, the agreement outlines six goals for the City in the areas of affordability, life -cycle
housing and density. The City's goal is to maintain an index within or above the benchmark
ranges. This allows the City great flexibility as our index is currently above the benchmarks and
only through drastic measures would we fail to meet our goals.
The goals have been recommended by the Met Council based on benchmark indicators for
communities of similar location and stage of development. Because the City of,Hopkins exceeds
the benchmarks in all areas, the Met Council has asked that our goal be to not fall below the
benchmark levels.
The next requirement for participation in the program is to submit to the Met Council an action
plan outlining how the City intends to met the goals. This plan must be submitted to the Met
Council by June 30, 1995. Staff would recommend that in conjunction with the preparation of
this plan, that the overall housing strategy be reviewed and updated as needed.

HOUSING GOALS AGREEMENT
METROPOLITAN LIVABLE COMMUNITIES ACT
The City of Hopkins supports:
1. A balanced housing supply, with housing available for people at all income levels.
2. The accommodation of all racial and ethnic groups in the purchase, sale, rental, and location of
housing within the community.
3. A variety of housing types for people in all stages of the life - cycle.
4. A community of well - maintained housing and neighborhoods, including ownership and rental
housing.
5. Housing development that respects the natural environment of the community while striving to
accommodate the need for a variety of housing types and costs.
6. The availability of a full range of services and facilities for its residents, and the improvement
of access to and linkage between housing and employment.
GOALS
To carry out the above housing principles, the City of Hopkins agrees to use benchmark
indicators for communities of similar location and stage of development as affordable and
life -cycle housing goals for the period 1996 to 2010, and to make its best.efforts, given-market
conditions and resource availability, to maintain an index within or above the benchmark ranges
for affordability, life- cycle, and density.
To achieve the above goals, the City of Hopkins elects to participate in the Metropolitan Livable
Communities Act Local Hosing Incentives Program, and will prepare and submit a plan to the
Metropolitan Council by June 30, 1996, indicating the actions it will take to carry out the above
goals.
