Proposed Action
Staff recommends that the City Council approve the following motion: Move to approve Resolutions 95 -95
and 95 -96 revising license and permit fees.
This action will revise several fees that the City of Hopkins charges.
Overview
Section 1000.05 authorizes the Hopkins City Council to "modify, amend, add, or delete ... fees and charges by
the adoption of a resolution ". Resolution 95 -95 makes revisions to dog license, food license, and parking
permit fees. These revisions will go into effect as of January 1, 1996. Resolution 95 -96 makes changes to a
number of zoning and economic development fees. These revised fees will go into effect on November 9,
1995.

• Which fees are being revised?
The following fees are being revised or added:
Dog Licenses: Dog licenses for animals that are spayed or neutered will increase to $8.00 /year.
Licenses for dogs that are not spayed or neutered will be $20.00 /year. The current fees are $7.00 and
$15.00 per year. The different fee is designed to encourage the spaying and neutering of dogs. The
fee for a two year license will be $14.00 and a three year license will cost $18.00. These multiple year
licenses are only available for dogs that have been spayed or neutered.
Parking Fees:

Stormwater Plan Review for new projects: Actual cost of the study.
Traffic /parking studies for new projects: Actual cost of the study.
Taxable /Tax Exempt Bond Administration:
Currently: 1/4 of 1% of the issue to a maximum of $10,000.
Proposed: 3/4 of 1% of the issue. The current application fee of $5,000 will be applied to the
administration fee,

WHEREAS, the Hopkins City Council has authorized by ordinance the charging of fees for a variety
of licenses and permits, and
WHEREAS, the City Code allows the City Council to establish fees by resolution,
NOW THEREFORE BE IT RESOLVED, that the City Council of the City of Hopkins hereby
adopts the following fees to become effective January 1, 1996:
Dog licenses, spayed or neutered dogs:
One year license: $8,00 /year
Two year license: $14A0 /year
Three year license: $18.00 /year
Dog licenses, not spayed or neutered. $20.00 /year
