CR 95-191 Conditional Use permit - Tait's SupervaluNovember 1, 1995 CONDITIONAL USE PERMIT -- TAIT'S SUPERVALU Council Report 95 - 191 Proposed Action. Staff recommends the following motion: Move to approve Resolution 95 -97 approving a conditional use permit to construct additions to the existing SuperValu building located at 25 1 lth Avenue North. At the Zoning and Planning meeting, Mr. Schumacher moved and Mr. Gleeson seconded a motion to approve Resolution RZ95 -24, recommending approval of a conditional use permit to construct additions to the existing SuperValu building located at 25 11th Avenue North. The motion was approved unanimously. Overview. The applicant, Mike Tait, the owner of Tait's SuperValu is proposing to construct four additions to the existing building. The additions will be on the south, east, and north sides of the building. The sizes of the proposed additions are as follows: Nancy Planner south side 1395 square feet east side 534 square feet north side 840 square feet In conjunction with construction these additions, the applicant will be either leasing or acquiring the necessary additional land. The applicant will need an additional 4.10 feet on the south side and 1.06 feet on the north side. Along with the additions, the applicant will be remodeling the interior of the building. A grocery store is a permitted use within the B -2 zoning district. o What will the new additions be used for? The additions will be used for the following: o What are the specifics of the development? Parking The B -2 zoning district does not require parking. The existing City parking lot servicing this building to the south will remain the same. The "dome" area will allow additional parking in this area by 20 spaces. Trash Setbacks CR95 -191 Page 2 South addition - enlarged entry way and second story offices East addition - storage building North addition - loading area The trash area will be on the east side of the building. The site plan does not show the trash compactor as being screened. The Zoning Ordinance requires trash areas to be screened. Access Access to the site will remain the same. Exterior The exterior of the building will be brick and stucco. The color of the brick has not been determined as of yet. The brick will be a neutral color. Staff reviewed the proposed additions to the existing grocery building. The applicant, Mike Tait appeared before the Commission. Mr. Tait reviewed the interior and exterior remodeling of the building. Mrs. Kinnich asked Mr. Tait to look into putting some planters along the front of the building. Mr. Tait stated that he would look into putting some planters along the front of the building. No one appeared at the public hearing regarding this issue. Alternatives. 1. Approve the conditional use permit. By approving the conditional use permit, the applicant will be able to construct the additions as proposed. 2. Deny the conditional use permit. By denying the conditional use permit, the applicant will not be able to construct the additions as proposed. If the City Council considers this alternative, findings will have to be identified that support this alternative. 3. Continue for further information. ATTEST: WHEREAS, an application for Conditional Use Permit CUP95 -5 has been made by Mike Tait; WHEREAS, the procedural history of the application is as follows: 1. That an application for a Conditional Use Permit, CUP95 -5, was made by Mike Tait on October 24, 1995; 2. That the Hopkins Planning Commission, pursuant to mailed and published a notice, held a public hearing on the application and reviewed such application on September 26, 1995, and October 31, 1995: all persons present were given an opportunity to be heard; 3. That the written comments and analysis of City staff were considered; and 4. A legal description of the property is as follows: 1. A grocery store is permitted in the B -2 zoning district. 1. That the applicant is deeded or leased the additional property needed for the additions to meet zoning setback requirements. 2.
