CR 95-198 Resolution Deisgnating Parking Restrictions• November 3, 1995 Proposed Action. Staff recommends adoption of the following motion: "Move that Council approve Resolution 95 -104, Resolution Designating Parking Restrictions on 5th Street South and Washington Avenue South; and prohibiting left turns from Milwaukee to West -bound County Road 3 (Excelsior Blvd) ". Overview. RESOLUTION DESIGNATING PARKING RESTRICTIONS 5TH STREET SOUTH AND WASHINGTON AVENUE SOUTH; AND PROHIBITING LEFT TURNS FROM MILWAUKEE TO WEST -BOUND COUNTY ROAD 3 (EXCELSIOR BLVD) Council Report: 95 -198 Staff has received a request from SuperValu, Inc. to post and enforce no parking zones at two of their parking lot exits. These lots are located on 5th Street south (perishable site) and Washington Avenue south (main site). The concern is that vehicles exiting these lots cannot see oncoming vehicles due to cars and trucks obstructing views by parking adjacent to the exits. Staff also received a request from SuperValu, Inc. to post a "NO LEFT TURN" sign at the Milwaukee Street - County Road 3 intersection. Currently, cars and tractor /trailers attempt to negotiate this 335 degree turn onto County Road 3. Traffic volume prohibits a safe left turn maneuver. Also, left 410 turning vehicles onto west -bound County Road 3 are not stopped by the railroad gate arms when a train is approaching the grade crossing. We have witnessed drivers make this left turn across the tracks in front of an approaching train when all other traffic is stopped. SuperValu, Inc. also requested that the intersection at 3rd Street South and Washington Avenue be changed to a 3 -way stop. Currently, only traffic on 3rd Street and vehicles exiting the SuperValu Parking lot must stop. Following discussions with Bob King, SuperValu Facilities Manager, he has agreed to wait to see if the parking restrictions alleviate the safety issue. The Hopkins Police Department understands and agrees with the proposed actions. Three signs will be needed at SuperValu's main site along Washington Avenue South. The parking restrictions will be on the east side of Washington Avenue only. Two signs will be installed along 5th Street South on the north /west side only, for the perishables site parking lot exit. o Will these proposed parking restrictions impact anyone other than SuperValu employees or independent truckers? There is no negative impact. These areas are not used for residential or other commercial parking needs. There will be a positive impact by improving visibility for anyone driving through these areas. CITY OF HOPKINS Hennepin County, Minnesota RESOLUTION NO. 95 -104 PARKING RESTRICTIONS ON 5TH STREET SOUTH & WASHINGTON AVENUE SOUTH PROHIBIT LEFT TURNS FROM MILWAUKEE STREET TO COUNTY ROAD 3 WHEREAS, traffic safety problems exist at the vehicle exits from two SuperValu, Inc. parking lots and at the intersection of Milwaukee Street and County Road 3, and WHEREAS, there is difficulty safely driving 5th Street South near the SuperValu perishable site parking lot and the 3rd Street South - Washington Ave South intersection area, or exiting parking lot areas while vehicles are parked on the parking lot sides of the streets, NOW THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF HOPKINS, MINNESOTA: The City shall maintain "No Parking" restrictions of vehicles on the west side of 5th Street South from just north of the parking lot exit to 6th Street South and on the east side of Washington Avenue South from 3rd Street South to 50 feet beyond (north) the parking lot exit. Also, the city shall prohibit left turns for vehicles traveling from Milwaukee Street to west -bound County Road 3. Adopted by the City Council of the City of Hopkins this 8th Day of November, 1995.
