PARKING RESTRICTIONS ON 5TH STREET SOUTH
Proposed Action.
staff recommends adoption of the following motion: "Move that
Council approve Resolution 95-56. Resolution Designatinq No
Parkinq Zone on 5th street South.1I
Overview.
staff has received complaints regarding vehicle safety caused by
parking on both sides of 5th street South from 16th Ave So to the
city Limits. compounding the congestion caused by parking is the
fact that the street has a horizontal curve in this section. The
result is that during certain periods of the day it is difficult
to safely exit parking lots or drive through the curve while
avoiding parked cars and oncoming traffic.
The street 1n this area 1S 36 feet wide. This is less than the
. 38 foot minimum width for a two-lane collector street with
parking on both sides. For these reasons the Director of Public
Works is requesting that this section of 5th Street South be
posted "No parkingll on the south side from 16th Ave South to the
city limits. The section of 5th street South from 16th Ave So to
11th Ave So is 44 feet wide. Therefore, parking restrictions are
not warranted on this portion. The city of Minnetonka section of
5th st South, up to the Hopkins city limits is already posted IINo
parkingll on the south side.

PARKING LIMITATIONS ON 5TH STREET SOUTH
WHEREAS, the existing street from 16th Ave South to the City
limits, does not provide adequate width for parking on both
sides of the street, and
WHEREAS, there is difficulty safely driving this section of 5th
street South or entering and exiting parking lot areas while
vehicles are parked on both sides of the street,
NOW THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF HOPKINS,
MINNESOTA:
The City shall maintain "No Parking" restrictions of
vehicles on the south side of 5th Street South from 16th
Avenue South to the city limits.
. Adopted by the city council of the city of Hopkins this 18th Day
of July, 1995.
