North Service Drive Improvements
Proposed Action.
Staff recommends adoption of the following motion: Move that
Council approve Chanqe Order No. 2 as it relates to North Service
Drive Improvements. proiect 94-14.
Overview.
Although most agencies affected by the frontage road improvements
at 12th Avenue and T.H. 7 furnished input as plans were being
developed, the Metropolitan Council Transit Authority and the
school district have just recently requested design changes.
This change order addresses those requests.
Primary Issues to Consider.
o What is the nature of this change order?
The MCTO is negotiating with MN/DOT for the construction of a
bus stop along the westbound lane of T.H. 7 immediately west
of the City's improvement project at the frontage road
connection. The MCTO has requested the city to install a
sidewalk in the area as a pedestrian friendly means to reach
4It the bus stop.
The Hopkins School District has made a similar request for a
sidewalk on the east side of the current project that will
provide pedestrian access to the bus stop as well as to a
T.H. 7 crossing.
o What is the cost?
The consultant has proposed a 4" concrete walk with
appropriate painted zebra crosswalks at a cost of $3,543.45.
The additional items listed are eligible for MSA funding.
Staff Recommendation.
MeTa has no budget to fund improvements generated by municipal
projects. with this in mind, as well as interest in pedestrian
safety, staff recommends that Council authorize this change
order.

.WHEREAS, the Metropolitan Council Transit Authority (MCTO) desires to locate a bus stop
along the westbound lane of T.H.7 on the west side of the intersection of T.H.7 and 12th Ave.
AND WHEREAS, the ISD No. 270 desires to have pedestrian access along the east side of the
intersection of T.H.7 and 12 Ave. as well as the east side of North Service Drive and 12th Ave.
THEREFORE, BE IT MUTUALLY AGREED, the Contractor shall construct 4" concrete sidewalk,
5' wide together with 3 inches of aggregate base, Class 5 and associated pedestrian ramps
according to the attached sketch. In addition, the Contractor shall install painted zebra
crosswalks as indicated on the attached sketch and as detailed on the attached sheet. The 12"
stop bar (line L 1-1) and 24" stop bar (line L 1-2) will be eliminated. Section 2.13, Walks, and
Section 2.18, Pavement Markings, of the Special Provisions shall apply.
