Q & A About the 1995 Referendum Renewal

Referendum Committee members, District staff, and interested dtizens-
The School Board will be asking voters on Tuesday, November 7, to renew for five years a
$4 million operating levy referendum first approved by voters in 1990. Listed belaw is a series of
questions that could arise about the upcoming referendum renewal election, along with answers
that are intended to be concise, complete, and understandable. This document is designed to
answer your questions about the levy renewal, as well as help you respond to other people's
questions. It is probably too detailed for wide distribution, and yet not detailed enough to cover
every possible question. Individuals with questions not addressed in this document are welcome
to call the District Communications Office at 988-4024.
What is a levy referendum?
A legal vote by citizens on any issue is called a referendum. Additionally, schools are primarily
supported by property taxes. The State Legislature determines the funding level that school
districts are permitted to collect (or "levy") through property taxes. If the funding level
determined by the State is not adequate to support the educational programs and services a
community wants and values, a school district must obtain community approval to increase the
school's portion of the property tax levy. The November 7 referendum proposal is called an
"operating levy referendum renewal" because it seeks voter approval to renew a five-year levy
that partially supports the Hopkins School District's operating expenses. (Operating expenses
include staff compensation and benefits, utility expenses, supplies, etc.)
Why does the Hopkins School District need to renew the 1990 levy?
If the referendum is not renewed, it will expire in 1995 and critical funding will be lost. Because
State law requires that districts place a time limit on levy referendums, the Hopkins School
Board placed a five-year limit on this $4 million levy.
When this levy was approved in 1990, a majority of the funds enabled the District to balance
its budget at a time of growing deficits due to reductions in State funding. About one-quarter of
the 1990 levy funds were earmarked for specific program improvements in three priority areas
strongly supported. by our parents, staff, and community. Those areas are:
· more individualized instruction
· better mastery of basic skills
· a stronger focus on academic achievement
Strategies for bringing about these improvements have included: '
. Learning resource teachers were added to all K-3 classrooms to bring student/adult ratios
down to an average of 17:1 in those classrooms.
. Instructional paraprofessionals were added in the secondary schools to assist students in
mastering basic skills in mathematics, reading, and writing.
. Graduation requirements were increased in areas such as math and science, and junior and
senior high students are now required. to spend more time in academic learning; additional
teachers and courses were provided to help students meet these increased requirements,
. Teacher training was intensified in effective strategies for individualizing instruction for all
students, teaching new mathematics and reading programs, using technology, and working more
effectively with parents.
· World languages were introduced in earlier grades as another way to help younger students
develop language skills and increase their understanding and appreciation for world cultures.
World language instruction now begins in Grade 4 for all students.
. Independent study opportunities and Challenge services were expanded for junior and senior
high school students.
. Additional opportunities were provided for parent / community involvement in our schools.

Renewal of this referendum is critical to maintain these community-supported improvements, as
well as to maintain a sound operating budget for all other programs provided by the District.
What effect would the proposed levy renewal have on property taxes?
The effect would be very minimal. Although the District is not asking for an increase in revenue
(in other words, maintain only the $4 million levy currently in place), homeowners will see a
very small increase in their property taxes, while business owners will see a small decrease in
their property taxes due to a recent change in the way the State formula for school taxes is
calculated. For example, the owner of a $110,000 home would see an annual increase of about
$2.30; the owner of a $200,000 home would see an annual increase of about $2.50. The owner
of a business valued at $125,000 would experience a decrease of $4.36; the owner of a business
valued at $300,000 would see a decrease of $16.80.
State law now mandates that school districts across Minnesota begin changing the formula used
to figure levies on property taxes so that the commercial and industrial share of the tax burden
is decreased-a change that business groups have been seeking for many years. The difference is
to be made up by tax payers who own homes. This change in the way taxing authority is levied,
however, can occur on a gradual basis. To keep the impact on home owners to an absolute
minimum, the Hopkins School Board has chosen to keep 95% of the levy renewal on the current
formula and convert 5% of the levy to the new formula. This 95%/5% formula will be for the
duration of all five years of the levy authority.
Again, the small increase seen by homeowners will result in no new dollars for the District. It is
merely redistributing the amount paid by homeowners and business owners.
What will happen if the referendum renewal doesn't pass?
If the referendum is not renewed, we will be forced to cut the $4 million from our current
operating budget. While specific cuts have not yet been identified, a reduction of this size could
affect as many as 106 teaching positions-translating into a possible increase in average class
size in elementary schools by four to five students; junior and senior high class sizes could
increase by seven to eight students. Comparable reduction and elimination of services in
extracurricular activities, interscholastic sports, administration, and possibly other academic
areas would also be initiated.
There would be broader community impacts as well. For example, we know that in school
districts such as White Bear Lake, where a levy was defeated last November, realtors have
reported that the drastic program cuts and class size increases have resulted in decreased
c;onfidence in the schools in that community, thereby causing a substantial drop in property
values in that school district's community as parents choose to move to communities with
stronger school support.
My school taxes last year increased substantially. Why isn't that enough money for the
schools?
Although many homeowners saw an increase in the school portion of their property taxes last
year, the School District did not receive any increases in revenue. Homeowners were paying a
greater portion of taxes collected in the District for two reasons:
. When taxes are abated"" from the commercial and industrial sectors, they are, by law,
spread over the remainder of the District, thus raising the amount of taxes paid by
homeowners.
"" A property tax abatement occurs when the tax court grants a request from a property owner to
lower the valuation of a specific property, thereby lowering the amount of taxes the owner has
to pay. The Hopkins School District experienced a one-third decrease in total property value
across the District over the last several years, due mostly to abatements granted in the

. The State has also been lowering the amount of taxes paid by the commercial and
industrial sectors-again transferring more of the tax burden onto homeowners.

Has the District already made budget cuts?
Yes. Budget cuts totaling $2.25 million were carried out for the 1993-94 and 1994-95 school
years to keep expenditures in line with revenue (Revenue had not kept pace with expenditures
because of substantial property tax abatements and delinquencies in the District, and there had
been no increase in State funding for five years.). These cuts have included substantial amounts
in elementary athletics, administration, special education services, extra/ co-curricular activities,
and increasing class size across all grade levels.
Will this proposed levy renewal mean a permanent increase in property taxes?
No. State law requires school districts to place a limit on operating levy referendums. If voters
approve renewal of this levy for five years in November, it would remain in effect until the year
2000. At that time, it would either need to be reapproved or it would disappear.
Wasn't there a referendum in our District just a couple years ago?
Yes, but it wasn't a levy referendum. In 1993, District voters approved a "construction bond
referendum" that allowed the sale of bonds to finance building improvements over several years
(space for enrollment growth, improvements in technology, safety and maintenance codes, and
to update aging instructional spaces). A construction bond referendum can provide money only
for "bricks and mortar." A levy referendum can provide money only for operational expenses.
The two, by state law, cannot be mixed or exchanged.
Is the new construction creating a need for more revenue in the District?
No. As stated above, additional space is being constructed to accommodate increases in
student enrollment. State funding accompanres each student enrolled in the District, so when
enrollment increases, so does the amount of revenue to the District from the State. Again, be
reminded that this levy renewal will not provide additional dollars for the District, it will
maintain the budget (and programs) we currently have.
Is the construction of the new activity structure at Hopkins High School driving a need for
more revenue for the District?
No. The multi-purpose activity structure, which is being constructed jointly-and will be jointly
owned and operated-by the Hopkins School District and the City of Minnetonka is being
constructed with revenue from the 1993 construction bond referendum and the City's Capital
Improvement Program. Operational costs will be shared by the City and District, and will be
covered by participant use and gate fees, and through the normal operational costs of the
District and City. The revenue generated by the levy renewal referendum is strictly to maintain
educational programs already in place in the Hopkins School District and has no connection
with building or maintaining the multi-purpose structure.
I've read that the District has a $7 million fund balance. Why can't we use that money
instead of renewing the levy?
It is a temporary fund balance and can not be considered a source of on-going revenue, whereas
the renewed levy would guarantee that the District continue to receive $4 million in annual
revenue for the next five years. In addition, for school districts to maintain fiscal integrity, the
State Department of Education recommends that districts maintain at least a 7% fund balance
to guard against increased costs or reductions in State support. (The District's current fund
balance reflects about 10% of our total operating budget.) If the fund balance was used, it
would be gone in two years and the School District would not have any fiscal safeguard that is
recommended by the State.
Didn't the Minnesota State Legislature last year increase its funding allocation to school
districts?
Yes. For the first time in 5 years, the State increased K-12 education funding by $55 per student.
For the Hopkins School District, that translates into $450,000. However, because of the current
tenuous financial portrait at the national and state government levels, it is not certain if or how
these dollars will be retained in our future.
How does the District plan to use this increase?
The District has earmarked the money for improvements that will provide more personal and
individual learning experiences for students as called for in our Strategic Plan. The funding
allocation, however, will not be spent on these strategies until we have secured passage of the
levy renewal and can be certain that our current programs can be maintained.
Can we tell if the quality improvements resulting from the 1990 levy referendum are
making a difference?
There are a variety of ways to determine the effectiveness of the value-added programs put in
place as a result of the 1990 levy referendum, For example:
. The project that placed learning resource teachers in all K-3 programs has undergone
extensive review. (This program provides each K-3 classroom with the additional
resource of a certified teacher who provides individual attention for students.) Reports
to the School Board show immense satisfaction with this project on the part of students,
parents, and staff.
. The elementary World Language program is providing all fourth, fifth, and sixth graders
with three years of Spanish inStruction, which has also resulted in an increase in
students studying World Language at the secondary schools. In fact, the high school is
adding a fifth-year World Language class because students are now able to extend their
learning in this area for an additional year.
. The School Board increased graduation requirements beginning with the 1991-92 school
year. Additional credits in math and science have enriched the academic emphasis of
the high school program by assuring that all graduates achieve additional credits in math
and science, and that students successfully complete a minimum of 36 credits.
. The District continues to focus on basic skills with a variety of programs in reading,
writing, and mathematics, The 1990 referendum funding has permitted the District to
exp<lnd services for second<lry students, thus complementing the substantial elementary
program currently in place,
Is the reported increase in spending for Special Education prompting the need for money
for the School District?
No, While it has been reported in the media that special education spending has increased
across Minnesota, many of these programs are State and/ or Federally mandated and are
partially subsidized by the State and/ or Federal governments. Other Special Education
programs provided by the District are tuition-based, While it is true that a portion of Special
Education services are funded through the District's General Fund, we need the levy referendum
renewal to maintain current programs and services for all students. In other words, this levy
renewal is not for additional dollars for the District, but to maintain the budget and programs
we currently have.
Why should residents who do not have school-age children support this renewal?
Good schools are a sound investment for all community residents. Today's students are the
leaders and work force for tomorrow. In addition, realtors who work in the Hopkins School
District community attest to the fact that the quality of our schools and their well known
reputation for excellence have been a key factor in maintaining high property values and
attracting a constant, healthy influx of new families, The Hopkins School District also has
maintained a strong commitment to providing extensive, lifelong learning opportunities for
residents of all ages, from infants through senior citizens, and encourages broad community
participation in our schools, Quality schools make a quality community.
