SUBJECT: 1996 Residential Street Improvements
Staff will deliver the 1996 Street Improvement Council
Report on Monday, December 18th. The report will recommend
that Council adopt a resolution ordering 1996 Residential
Street Improvements, construction plans and specifications.
Council at its regular November 21st meeting accepted a
feasibility study concerning 1996 Residential Street
Reconstruction and ordered a public hearing for December
19th. Notices were sent to all affected property owners. A
public information meeting was held on December 7th for the
Peaceful Valley and Westbrooke East neighborhoods. The
Campbell neighborhood meeting was December llth.
Neighborhood concerns included objections to the estimated
$4,639 /parcel assessments on 7th and 8th Avenues South.
Staff will recommend that expensive subgrade correction work
be a non - assessable cost. This should lower the assessment
to a more acceptable, defendable amount. Campbell
neighborhood concerns included questioning the current 70/30
assessment policy when the Hobby Acres section of Sweetbriar
was assessed at 60/40. Staff will propose staying with the
current 70/30 assessment policy. There was also input
regarding how assessment policy would be used to ensure fair
treatment. Staff will propose an assessment which considers
lot size /frontage differences while remaining consistent
with previous year projects, such as the Knollwood
neighborhood assessments.
