APPROVE 1996 NON -UNION SALARIES

Proposed Action
Staff recommends that the Council approve the following motion: Move to approve a wage increase
of 3.0% for non -union employees effective January 1, 1996.
This action will raise the wages of non -union employees by 3.0% for 1996.
Overview
The City has settled all but one union contract for 1996. These contracts call for a 3.0% wage
increase in January. In order to maintain the City's salary structure, I am proposing that the
non -union employees receive the same increase.

How does this agreement fit in with the proposed 1996 budget?
The wage increase matches the 3% that is budgeted in the 1996 budget.
How does this increase compare with other cities in the metropolitan area?
There have been a number of 1996 settlements. Based upon these settlements and
proposed increases, most cities will be approving wage increases between 2 and 4 %. A
3.0% increase should keep the City's salaries competitive with those offered by other cities
in the metropolitan area.
Which employees are in the non -union category?
The City Manager, the City Manager's secretary, the Communications' Coordinator, the fire
marshal, and all supervisors, with the exception of the police sergeants.
