Proposed Action.
Staff recommends adoption of the following motion: Move that Council
approve a chance order as it relates to the 1995 random sidewalk
repair proiect, Proiect 95 -04.
Overview.
The 1995 sidewalk repair project was completed several weeks ago.
Staff was unable to prepare a final cost ledger until recently because
of the contractor's busy schedule. Council is reminded the 1995
project contract came in considerable over budget and that staff
discussed this with Council before the bid was awarded.
Primary Issues to Consider.
• Change order items
The change order form consists of a compensating schedule and also a
schedule detailing add costs. The compensating schedule actually shows
a net decrease in the contract because many of the itemized quantities
were never achieved during the project. The largest savings were
reached in the deletion of certain driveway /pedestrian ramps and
several feet of concrete curb and gutter sections. The add schedule
details considerable additional costs to the contract for sidewalk and
driveway repair at Rudy Luther's on 5th Avenue and the Professional
Building on 1st Street North. Bituminous walks were replaced with new
concrete.
• Cost and funding
The delete items on the contract total $1,394.07. This is offset by
the add items for new sidewalk at Rudy Luthers and the Professional
Building that total $9,740.33. The net addition to the contract is
$8,346.26 that will need to be funded out of contingencies. The new
sidewalk costs cannot be recovered through assessments because owners
did not petition nor were public hearings conducted.
