APPROVAL OF AGREEMENT WITH RCM, INC.
FOR PROFESSIONAL SERVICES RELATING TO
DESIGN AND CONSTRUCTION OVERSIGHT OF
SECOND PHASE DITCH CLEAN OUT - NINE MILE CREEK

Proposed Action.
Staff recommends adoption of the following motion: "Move that Council
authorize the Mayor and City Manager to enter into an agreement with
RCM, Inc. for professional services as they relate to design and
construction oversight of second phase ditch Clean out Nine Mile
Creek."
Previous Nine Mile Creek cleaning has resulted in unstable banks in
several areas and the sloughing of material into the channel. This
material must be removed and the channel side slopes flattened to
prevent further erosion. The project are is from Dovre Drive (Edina)
upstream to T.H. 169 and along the west side of T.H. 169.
Primary Issues to Consider
What are the costs and how will the work be funded?
Engineering services fees for design, construction administration
and permit administration are not to exceed $4,000. A
construction estimate will be prepared during design. The
project will be funded from the Permanent Improvement Revolving
(PIR) fund. Nine -Mile Creek Watershed has agreed to reimburse
the city as they are doing for the 1994/95 9 -Mile Creek Clean -out
work.
What is the project schedule?
Design: December 1995 /January 1996
Construction: February /March 1996

Thank you for this opportunity to provide a proposal covering continuing engineering
services for second -phase ditch cleanout of parts of Nine Mile Creek.
This proposal has been written in the form of a letter agreement. If the proposal is
acceptable to the City, you may return one signed copy to RCM, and keep one for city
records. The signed letter will serve as our authorization to proceed.
The second -phase project covers the same portion of Nine Mile Creek that was cleaned
as part of City Project 94-15: from Dovre Drive upstream to T.H. 169, and along the
west side of T.H. 169. As you know, material from the stream banks has fallen into the
channel at several locations. The second -phase project will include removal of this
material, flattening of bank slopes in limited areas, and restoration. The scope of
RCM services includes the following tasks:
• Inspect channel with City personnel to identify areas to be cleaned and
stabilized.
• Prepare drawings and specifications.
• Prepare permit applications for permit extensions or new permits as required
by DNR, COE, MPCA, Hennepin County, MnDOT, and Watershed District.
• Assist City with bidding and award of construction project.
• Attend preconstruction meeting.
• Periodic observation of construction on an "as- needed" basis.
• Project documentation and closeout.
We propose to provide engineering services at the following hourly rates:
Senior Civil Engineer $82/hour
Civil Engineer $66/hour
Civil Technician $60/hour
Resident Project Representative $55/hour

RCM fees for design and bidding assistance will not exceed $4,000 without prior written
authorization from the City. In addition, all required permit fees shall be paid by the
City. Fees for services during construction will depend on the level of service required
and shall be billed at the above hourly rates.
Engineering services for design will be completed in accordance with the following
schedule: Following authorization to proceed, RCM and the City will meet to inspect
the channel at the City's earliest convenience. Following channel inspection and
determination of the scope of work, RCM will complete drawings, specifications, and
permit applications within 30 days. Services related to construction administration will
be completed within 30 days following completion of construction.

project with you If the proposal is acceptable, please execute the agreement in the
space provided below and return one signed copy to RCM.
