TRAFFIC CONTROL
11TH AVENUE/FIFTH STREET
Proposed Action.
staff recommends adoption of the following motion: Move that
Council authorize an enqineer's study concerning the installation
of traffic siqnals at the intersection of 11th Avenue and 5th
street South and authorize the interim installation of all way
stop siqns at the same intersection.
Overview.
staff approached Council at its February 15 meeting and sought
authorization for a traffic study of the 11th Avenue/5th Street
South intersection with a view towards installation of traffic
lights. Council voted unanimously for authorization, but it now
appears Council may have done so with the understanding that stop
signs would be installed as an interim measure. The report did
not seek approval of inter im stop signs. In the meantime staff
. has pursued the preliminary stages of a traffic study by
examining warrant criteria in 4-way stop sign installation work
sheets. The results of the preliminary investigation as well as
the past misunderstanding bring staff back with further
clarification and a request for action.

0 Existing conditions
currently one stop sign on Fifth street South at its
intersection with 11th Avenue makes up traffic control at
the site. Eleventh Avenue south is a through street and
carries moderate to heavy traffic. Traffic generated by the
Hopkins southwest commercial district has difficulty
entering 11th Avenue, expecially during midafternoon work
shift changes. Sight lines from Fifth street to the north
on 11th Avenue are marginal, and care is needed to assure
that a maneuver onto 11th Avenue will not be into the path
of a southbound vehicle.
0 Warrant Worksheet and Results
Staff has examined the conditions as set down on the
worksheet to determine warrants for additional stop signs.
staff cannot answer "yes" or "no" to the first condition
concerning traffic signals. We can assume signals are
needed but only a thorough study of traffic issues at this
intersection will determine the final need. The study
should also address the concept of a Fifth street
. realignment such as illustrated in the attached location
map.
The police department has recorded ten traffic accidents at
the intersection during the two year period 1992 and 1993.
Staff can answer "yes" to the second condition on the
worksheet.
An examination of the City's latest tabulated traffic counts
indicates that minimum traffic volume entering the
intersection exceeds the noted benchmark of 500 vehicles per
hour for any 8 hours of an average day. Staff can answer
"yes" to the third condition on the worksheet.
0 Recommendation
staff recommends Council authorize a full traffic study of
the intersection concerning installation of traffic lights
and authorize the interim installation of two stop signs on
11th Avenue to complement the third stop sign on Fifth
Street.

1- Traffic signals are warranted and urgently
needed and a four-way stop installation is
an interim measure that can be installed
quickly to control traffic while arrangements
