IX.ADJOURN HOPKINS PARK BOARD SPECIAL MEETING PROCEEDINGS FEBRUARY 26, 2024 CALL TO ORDER Pursuant to due call and notice thereof a special meeting of the Hopkins Park Board was held on Monday, February 26, 2024, at 6:47 p.m. in the Council Chambers at City Hall, 1010 1st Street South. Vice Chair Hanneman called the meeting to order with Members Flynn, Lyksett, Miller, Woodfill, and Youth Member Johnson attending. Members absent were Chair Stiele and Member Dachenbach. Others in attendance included Special Projects and Initiatives Manager Imihy Bean, Deputy City Clerk Baker, and Sustainability Specialist Larson. ADOPT AGENDA Motion by Miller Second by Lyksett Motion to Adopt the Agenda. Ayes: Flynn, Hanneman, Lyksett, Miller, Woodfill Nays: None. Motion carried. COMMUNITY COMMENT CONSENT AGENDA Motion by Flynn Second by Lyksett Motion to Approve the Consent Agenda. 1.Minutes of the December 4, 2023 Special Park Board Meeting 2.Minutes of the January 29, 2024 Special Park Board Meeting Ayes: Flynn, Hanneman, Lyksett, Miller, Woodfill Nays: None. Motion carried. GENERAL BUSINESS V.1. Review of Bylaws and Election of Officers; Imihy Bean Special Projects and Initiatives Manager Imihy Bean reviewed Park Board bylaws and recommended election of officers. Member Lyksett nominated himself for Vice Chair, Vice Chair Hanneman nominated herself for Chair. Motion by Miller Second by Flynn Motion to Elect Member Lyksett as Vice Chair. Ayes: Flynn, Hanneman, Lyksett, Miller, Woodfill Nays: None. Motion carried. Overview of 2024 Park Board Calendar; Imihy Bean Special Projects and Initiatives Manager Imihy Bean provided an overview of the proposed Park Board calendar for 2024. Member Flynn requested more information on the Board’s role in Central Park RFP. Sustainability Specialist Larson provided information on the upcoming Arbor Day event and requested Board feedback on involvement and ideas. Vice Chair Lyksett asked for more information on the Board’s involvement in wayfinding and signage. V.3. Adopt Working Groups for 2024; Imihy Bean Special Projects and Initiatives Manager Imihy Bean reviewed working groups and recommended that a Racial Equity Policy Group and an Events Group be formed. Vice Chair Lyksett and Members Miller and Woodfill created the Racial Equity Policy Group. Chair Hanneman and Member Flynn created the Events Group. Motion by Miller Second by Lyksett Motion to Adopt the Recommended Working Groups. Ayes: Flynn, Hanneman, Lyksett, Miller, Woodfill Nays: None. Motion carried. GENERAL PARK UPDATE PARK AREA ASSIGNMENT REPORTS VII.1. Burnes, Buffer; Woodfill Member Woodfill reported no updates. VII.2. Park Valley, Oakes; Stiele Member Stiele was absent. VII.3. HOPKINS PARK BOARD SPECIAL MEETING PROCEEDINGS FEBRUARY 26, 2024 VII.6. Cottageville, Minnehaha Creek Preserve; Johnson Member Johnson reported trash in both parks. VII.7. Interlachen, Hiawatha; Dachenbach Member Dachenbach was absent. VII.8. Shady Oak Beach, Hilltop; Lyksett Member Lyksett reported concerns with the amount of salt used at Shady Oak Beach and people sledding at Hilltop. ANNOUNCEMENTS Special Projects and Initiatives Manager Imihy Bean shared that City Council had approved the Park System Master Plan and reviewed the upcoming meeting schedule. ADJOURNMENT There being no further business to come before the Park Board, and upon a motion by Flynn, second by Lyksett, the meeting was unanimously adjourned at 7:40 p.m. Respectfully Submitted, David Baker, Deputy City Clerk HOPKINS PARK BOARD SPECIAL MEETING PROCEEDINGS MARCH 25, 2024 GENERAL BUSINESS The Park Board met at and toured The Marsh, 15000 Minnetonka Blvd, Minnetonka. Board Members also toured Williston Fitness Center, 14509 Minnetonka Dr, Minnetonka. Those in attendance were Chair Hanneman, Members Flynn, Lyksett, Stiele, and Woodfill. Members absent were Dachenbach and Miller, and Youth Member Johnson. Others in attendance included Assistant City Manager Casella, Minnetonka Recreation Superintendent Davy, Minnetonka Recreation Director O’Dea, and Deputy City Clerk Baker. Respectfully Submitted, David Baker, Deputy City Clerk CITY OF HOPKINS Memorandum To: Park Board Chair and Members of the Park Board From: PeggySue Imihy Bean, AICP, Special Projects and Initiatives Manager Date: April 23, 2024 Subject: Garlic Mustard Event _____________________________________________________________________ INFORMATION Each October, the Park Board hosts a buckthorn clearing event to help control this invasive species. The past two years, it has been a very successful event focused on the pond near Shady Oak Road. Recently a local resident brought it to staff’s attention that often after clearing buckthorn, another invasive plant – Garlic Mustard, can grow and take over other native plants. This resident suggested a garlic mustard clearing event in the spring which would be followed by seeding the area with a native seed mix to help restabilize the area. Public works Staff are willing to purchase seeds and provide any assistance for an event, however Staff feels it’s important that events which would require City funding and staff time come through a board, commission or other associated group. Tonight, Staff looks to the Park Board to see if there is interest in hosting this event this Spring. Moving forward, given this information Staff would suggest that all Park Board buckthorn clearing events have a coordinated second garlic mustard clearing event the following Spring. Additionally, should the City create a sustainability commission or group, as discussed previously, both events would be hosted by that commission and could be supported by the Park Board if desired. REQUESTED ACTION: The Park Board should determine whether or not they have interest / capacity in hosting a garlic mustard event. This will include an overview of: • A review of the design of Central Park and the Pavilion from the Master Park System Plan • A review of the Requests for Proposals (RFP) process • Clarification on the two separate projects • The proposed timeline and budget for an RFP Following the presentation, Staff seeks and questions or clarifications from the Park Board on this process. Administration CITY OF HOPKINS Memorandum To: Park Board Chair and Members of the Park Board From: PeggySue Imihy Bean, AICP, Special Projects and Initiatives Manager Date: April 23, 2024 Subject: Hopkins-Minnetonka Joint Recreation Update _____________________________________________________________________ INFORMATION The following is a 2024 Summer Programming Update from Hopkins-Minnetonka Joint Recreation: • 571 youth registered for Hop-Kids pre-school programs (offered jointly with Hopkins Community Ed). Programs are offered in the areas of sports, art, science, music and dance. • Strong interest in adult sand volleyball and basketball leagues. o Sand volleyball – 44 teams (40 in 2023) o Basketball – 18 teams (12 in 2023) • Nature programs for youth expanded this summer. Offerings include (registrations): o Outdoor Survival Camp (30) o Nature Art & Science Camp (9) o Nature Detectives Camp (6) o Wild Wanderers Camp (3) o Eco-Inventors Camp (9) • 22 teens are registered as volunteer Junior Leaders. They are assigned to assist staff at the Park Adventures and Jidana Day Camp programs. • Coaches & players from Minneapolis City Soccer, a minor league soccer team in the twin cities, will be running a clinic for coaches and participants in the fall youth soccer league prior to the start of the season. Soccer Saturday Kickoff is scheduled for Saturday, August 17 at Lone Lake Park. Ann Davy will return to the June Park Board Meeting to provide an in-person update. REQUESTED ACTION: None. Arbor Day, unveil new tree planters, and plant a few trees along Mainsteet! Creek Clean Up! Valley Park in Hopkins Sunday May 5, 2024|1-3 PM Help pick up trash along Nine Mile Creek in Hopkins' Valley Park. Equipment and snacks will be provided. RSVP at ninemilecreek.org
