PREPARE ASSESSMENT ROLL
1994 MISCELLANEOUS SPECIAL ASSESSMENTS
1994 ALLEY IMPROVEMENT PROJECTS
Proposed Action.
Staff recommends adoption of the following motion: "Move that
Council adopt Resolution 94-73. Resolution Orderinq Preparation
of Assessment Roll - 1994 Miscellaneous Special Assessments. 1994
Alley Improvement Projects."
Adoption of this Resolution will begin the assessment process for
various small projects and delinquent invoices.
Overview.
In addition to assessing delinquent invoices and the maintenance
of the parking ramp, Council will need to consider small projects
undertaken during the past year: installation of a fire
protection system at Pipeline Supply, Inc., certain storm sewer
improvements at Thermotech l.n conjunction with Nine Mile Creek
Improvements, and residential alley improvements known as
. Projects 94-96 and 94-08.
Primary Issues to consider
o Petitions for Private Improvements
Council received petitions concerning the assessment of
private improvements at Pipeline Supply Inc. and Thermotech
and approved them.
o Assessment Schedule
Final certification of 1994 special assessments is scheduled
for the end of November. Staff feels it is prudent to begin
the process now. An assessment roll will be calculated and
presented to the Council for review at its September 6
meeting. Staff anticipates an October 4 public hearing.

RESOLUTION ORDERING PREPARATION OF ASSESSMENT ROLL
1994 MISCELLANEOUS SPECIAL ASSESSMENTS
1994 ALLEY IMPROVEMENT PROJECTS
WHEREAS, certain private improvements in conjunction with larger
public improvements have been petitioned for, and
WHEREAS, certain improvements have been completed, agreements
fulfilled, and cost of delinquent invoices have been
incurred,
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
HOPKINS, MINNESOTA:
1. The engineering superintendent shall forthwith
calculate the proper amount to be specially assessed
for each such improvement, agreement, or delinquent
. invoice against every assessable lot, piece or parcel
of land abutting on the streets affected, without
regard to cash valuation, as provided by law, and he
shall file a copy of such proposed assessment ln the
city office for inspection.
2. The engineering superintendent shall, upon completion
of such proposed assessments, notify the Council
thereof.
Adopted by the City Council of the City of Hopkins this 16th day
of August, 1994.
