Staff recommends adoption of the following action: Approval of Resolution 94-74 authorizing establishment of the following boards: o Westbrooke Patio Homes Housing Improvement Area Advisory Board; o MeadowCreek Housing Improvement Area Advisory Board. Overview Earlier this year, the City received approval of legislation allowing for the creation of housing improvement areas within the City of Hopkins. The intent of this legislation was to allow for the financing of improvements within the various Westbrook Associations. . The legislation as approved states that the City Council may create an advisory board in conjunction with the establishment of a housing improvement area. This board would be advisory to both the city Council and the condominium board. It would be their responsibility for undertaking a variety of activities in conjunction with the establishment of the districts and the contracting and completion of improvements. Community Development staff feels that the Advisory Board can play an important role in the overall establishment of a special service district. At this time, staff is proposing that a resolution be adopted establishing an advisory board for each of the two neighborhood associations that have expressed an interest thus far in undertaking improvements.
