HOUSING ADVISORY BOARD
WESTBROOKE NEIGHBORHOOD
Proposed Action.
Staff recommends adoption of the following action: Approval of
Resolution 94-74 authorizing establishment of the following
boards:
o Westbrooke Patio Homes Housing Improvement Area Advisory
Board;
o MeadowCreek Housing Improvement Area Advisory Board.
Overview
Earlier this year, the City received approval of legislation
allowing for the creation of housing improvement areas within
the City of Hopkins. The intent of this legislation was to
allow for the financing of improvements within the various
Westbrook Associations.
. The legislation as approved states that the City Council may
create an advisory board in conjunction with the establishment
of a housing improvement area. This board would be advisory to
both the city Council and the condominium board. It would be
their responsibility for undertaking a variety of activities in
conjunction with the establishment of the districts and the
contracting and completion of improvements.
Community Development staff feels that the Advisory Board can
play an important role in the overall establishment of a special
service district. At this time, staff is proposing that a
resolution be adopted establishing an advisory board for each of
the two neighborhood associations that have expressed an
interest thus far in undertaking improvements.

. Primary Issues to Consider
Based on the action recommended by staff the City Council has
the following issues to consider:
0 What are the responsibilities of the Advisory Committee?
The Advisory Board will have many responsibilities,
including the following:
- Assisting in identifying needed improvements and their
estimated costs.
- Gathering support for creation of the improvement
district.
- Assisting in solicitation of construction bids.
- Overseeing work of the project manager.
- Assisting in coordination of construction
The Board would act in an advisory capacity to both the
Association Board and the City Council.
0 Who would be the members of the Board?
e Within the resolution, as proposed by staff, the respective
association boards would have the responsibility to appoint
actual members to the Advisory Board. These members would
have to be property owners within the association. It is
anticipated that each advisory board consist of
approximately 5-7 members.
Alternatives
The City Council has the following alternatives regarding this
matter:
1. Approve the action as recommended by staff. In conjunction
with this action, the association boards are also proposing
to undertake action approving the creation of the advisory
board and appointing members.
2 " Continue for additional information.
3 . Do not approve creation of an advisory board. This would
place more of the responsibility of the creation of the
district on the existing association or condominium board.

RESOLUTION NO: 94-74
RESOLUTION APPROVING ESTABLISHMENT OF
HOUSING ADVISORY BOARD FOR
THE WESTBROOKE PATIO HOMES &
MEADOWCREEK CONDOMINIUM ASSOCIATION
WHEREAS, the City of Hopkins has secured approval of
legislation allowing for the establishment of residential special
service districts; and
WHEREAS, this legislation allows for the City Council to
create an advisory board in conjunction with the creation of a
housing improvement area; and
WHEREAS, the city of Hopkins has been working with both the
MeadowCreek Condominium Association and the Westbrooke Patio
Homes Association concerning the creation of a special service
district.
NOW THEREFORE, BE IT RESOLVED by the City Council of the
city of Hopkins that the following advisory boards are authorized
. to be formed:
0 The Westbrooke Patio Homes Association Special Service
District Advisory Board;
0 The MeadowCreek Association Special Service District
Advisory Board.
BE IT FURTHER RESOLVED that members to these advisory boards
shall be appointed by the individual respective association
board, and that such members shall be property owners within
their respective associations.
NOW BE IT FURTHER RESOLVED that said advisory board shall
act in an advisory capacity to both the city Council of the city
of Hopkins and their respective association board in connection
with the planning and construction of housing improvements
including, but not limited to, the following responsibilities:
0 recommending to the respective association board an
individual or firm to be hired as project manager;
0 assist in the physical inventory of property and
development of scope of work;
. 0 coordinate activities in conjunction with preparation
of a long range physical improvement plan;

. 0 view and recommend award of construction bid;
0 solicit support for creation of these special service
districts and coordinate petitioning process;
0 monitor construction and process contractor payments.
