Authorization to advertise for bids for the Fire station

Overview
The Fire station is scheduled to be remodeled. This project was
. proposed in 1991 and was placed in the capital improvement plan.
For a variety of reasons the actual cost is coming in
substantially more than the original estimate.
staff has reviewed the project requirements and is recommending
the approval of the project even though the cost has gone up.

HOPKINS FIRE STATION REMODEL
SUMMARY OF IMPROVEMENTS TO THE FIRE STATION
The original fire station remodel included the following items:
· Add new captains office
· Add new firefighter/dispatch office
· Add a shower/dressing area on the main floor
· Add new first floor storage room
· Provide second floor large storage room
· Enlarge fire chief's office
· Enlarge exercise room
· Remove the fire pole
The changes since then include:
· The new main floor shower and dressing area is to include an ADA approved
bathroom
· The second floor large storage room has been divided into 3 smaller areas for
storage to make the space more useful
· The second floor class room has been enlarged by removing the second floor
bathroom
· A women's bathroom has been added to the main floor
· The existing stairway from the classroom is to be replaced with a new stairway to
meet ADA and building code requirements
· Wash station sinks have been added on the apparatus floor for cleaning breathing
masks
· A crean workroom has been added for maintenance of radios, pagers, and breathing
apparatus
· A janitor's closet has been added to the second floor
· A roof top HVAC unit has been added to comply with mechanical code requirements
The fire station was built in 1964 along with the current city hall. Since then the city has:
1. Expanded space by building a new public works facility
2. Did a major expansion/remodel project adding a great deal more usable space in
the current city hall building
The fire department needs were not addressed by either of these projects. Fire
department needs for space have increased at a similar rate to other city departments.
The way we do business today is dramatically different than it was 30 years ago. These
functional improvements are necessary to update the facility for it's current use.

EXPLANATION OF CHANGES FROM THE ORIGINAL ESTIMATE
The fire station remodel project, which was originally conceived in 1991, had an estimated
cost for the total project of $110,000. This is about $76,000 less than the current
estimate. Some of the reasons for the discrepancies are as follows.
As the project matured things were added to increase the effectiveness of fire station such
as:
· The second floor large storage room has been divided into 3 smaller areas to make
the space more useful
· The second floor class room has been enlarged by removing the second floor
bathroom
· A women's bathroom has been added to the main floor
· Wash sinks have been added to the apparatus floor for cleaning breathing masks
· A clean workroom has been added for maintenance of radios, pagers, and breathing
apparatus
· A janitor's closet has been added to the second floor
The relatively new ADA (access for the disabled) requirements along with building code
requirements caused us include the following items that were not included in the original
project:
· The new main floor shower and dressing area is to include a ADA approved
bathroom
· The existing stairway from the classroom is to be moved and replaced with a new
stairway meeting ADA and building code requirements
· A roof top HV AC unit has been added to comply with mechanical code requirements
At this point we have committed $16,000 to the architectural firm. This leaves a total of
$94,000 budgeted for the construction phase of the project.
The architectural firm has given us estimated cost of the total project of about $170,000.
This figure, which does not include the architectural fees, does include all the construction
costs for the proposed project. Three items totaling $20,000 could be done easily at a
later date. By postponing those items, the cost would be reduced to $150,000. This is still
$56,000 more than the budgeted amount.
