FRONTAGE ROAD DETACHMENT
NORTH SIDE OF T.H. 7 AT 12TH AVENUE
Proposed Action
Staff recommends the following action: "Motion aoorovinq plans and
specifications relatinq to the Frontaqe Road Detachment Project on the
north side of T.H. 7 at 12th Avenue. Project No. 94-14. and adopt
Resolution 94-114 authorizing bids to be taken."

In August, the City Council reviewed this project and authorized a
contract with Bolton and Menk to design it. The plans and
specifications have recently been completed and are now ready for
Council approval. Staff 1S recommending that Council approve the
plans and also authorize staff to solicit bids for the work.
. When this proj ect was first reviewed by Council it was thought that
state Aid funds would be the only source of funds necessary to
complete the project with the exception of some very minor amounts
from the water and storm sewer funds. This funding scenario is still
correct if the quantity of landscaping that is presently proposed is
reduced to meet the eligibility requirements for State Aid. Present
state Aid rules do not allow this magnitude of landscaping, and as
such, if the city desires to have the proposed landscaping plan
completed another funding source will be necessary.

Analvsis of Issues
o How will the improvements affect school district property?
The improvements proposed for this area include moving the
frontage road to the north to allow more stacking room for
vehicles at the intersection. Moving the road will result in the
school district losing some of their overflow parking area as
well as some of their main parking area. Approximately 100
parking stalls will be lost by this frontage road realignment.
o What modifications is the school district planning to make to
address the impacts?
To offset the loss of parking stalls the school district is
proposing to build a new 60 car parking lot east of their
complex. They are also planning to use their new bus loading
area for activity parking, when it is not being used for bus
loading. The addition of these two parking areas will offset the
parking that is lost when the frontage road is realigned.
o What is the timing of this project?
. The school district and city staff are planning to have this
project begin immediately after the 94-95 school season, and be
completed prior to the beginning of the 95-96 school season.
This schedule is very realistic considering we have six months
before any work is scheduled. The only problems that may occur
are with regards to getting an easement form the School District,
and having MnDOT complete their signal work on schedule.
o What is MnDOT's role in this project?
MnDOT will have a number of roles in this project if it proceeds
forward. Their first role will be to approve the construction
plans that the city submits to them. MnDOT approval is necessary
to receive State Aid funding and to do work within their right of
way. MnDOT's second role will be to assist the city in
coordinating this project with the contractor they have retained
to upgrade a number of their signal systems along T.H. 7 in
Minnetonka, Hopkins, and st. Louis Park. Close coordination of
both projects will keep the projects on schedule, and also save
the city money by performing work under the state contract that
is necessary for both projects.

0 How could this project be funded?
It is presently proposed that all roadway work will be funded by
the city using funds from our state Aid street account. The
school district has indicated that if the city pays for the
street construction, the school district would pay for their
parking lot construction. The school district has also indicated
that they would be giving the necessary right of way to the city
at no cost.
As was mentioned earlier, the city may incur some additional cost
if the landscaping plan is completed as proposed. This is due to
state Aid rules only allowing a certain amount of landscaping to
be eligible for funding. In this case less than 25% of the
landscaping shown would be eligible for state Aid funding. The
remainder approximately $8,000 - 10,000 would have to be funded
from another source such as the PIR fund.
staff would like Council's input on this landscaping funding
issue. If council would like staff to continue with the current
plans, or something of similar cost, staff will proceed and bring
a funding amendment before Council when the project is awarded.
The funding amendment would simply authorize staff to use funds
. from another source in the completion of this project.

RESOLUTION APPROVING PLANS AND AUTHORIZING BIDS
PROJECT 94-14: FRONTAGE ROAD DETACHMENT
NORTH SIDE OF T.H. 7 AT 12TH AVENUE
WHEREAS, staff has prepared plans and specifications for the
aforementioned proj ect and such plans have been presented to
Council for approval,
NOW, THEREFORE, BE IT RESOLVED by the city Council of the City of Hopkins,
Minnesota:
1. Such improvement is hereby ordered as proposed by the City
Engineer and presented to the Council on December 20, 1994.
2. Bid plans and specifications, a copy of which are attached
hereto and made a part hereof, are hereby approved and
ordered on file in the office of the City Clerk.
3. The City Clerk shall prepare and cause to be inserted in the
official paper and in the Construction Bulletin an
advertisement for bids upon the making of such improvement
under such approved plans and specifications. The
. advertisement shall be published twice, shall specify the
work to be done, shall state that bids will be received by
the clerk until 10:00 a.m., on the 30th day of March, 1995
at the city Hall and that no bids shall be considered unless
sealed and filed with the clerk.
4. The Clerk and engineering superintendent are hereby
authorized and instructed to receive, open, and read aloud
bids received at the time and place herein noted, and to
tabulate the bids received. The Council will consider the
bids, and the award of a contract at the regular city
Council meeting of April 18, 1995, in the Council Chambers.
