. ESTABLISH PARKING TIME LIMITS
ON SOUTH SIDE OF FORMER
SUBURBAN CHEVROLET PROPERTY
Proposed Action.
The Parking Committee recommends adoption of the following motion: "Move
to recommend that the City Council establish a free, unrestricted parking
area, and a designated snow emergency area on the former Suburban
Chevrolet property south of Mainstreet (Lot #425) .
With this motion, staff will be authorized to advertise this lot as a
snow emergency lot and also sign the lot for 24 hour parking in order to
control any potential storage/abandonment of vehicles in this lot. The
signs would read "24 hour time limit".
Overview.
The HRA purchased the Suburban Chevrolet property in downtown Hopkins in
April of 1994. Now that demolition of the building on the south side has
been completed, City staff is recommending the Parking Committee take
action on establishing time limits for enforcement of parking on this
property (Lot #425) .
. Previously, the Council took action approving the following time limits
for the north side of the former Suburban Chevrolet property: "3 Hour
Limi t, 8 a.m. - 6 p.m., Except Sat. & Sun., and No Parking 10 p.m. - 5
a .m. II In addition, the Council approved the posting of "No Trespassing"
signs for the hours of 10 p.m. - 5 a.m.
The Parking Committee took action on this recommendation at their meeting
on November 2, 1994.

4ItBased upon the information provided, the Council has the following issues
to consider:
0 What is the basis for this recommendation?
The basis for this recommendation is to provide an alternative to the 3
hour parking time limit which is enforced in all but one existing lot ln
the downtown area (Lot #900) .
The Parking Committee has made its recommendation to allow the lot to be
free and unrestricted based partly upon the level of use of lot #900. It
appears Lot #900 is approximately 90% full each working day of the week.
It has the capacity to hold 87 vehicles.
Another factor which influenced the Parking Committee to support lot #425
as a free, unrestricted lot is the fact that the size of the lot (1. 9
acres) would make it very difficult to enforce, and potentially expensive
to sign.
0 What did the Police Department recommend for parking enforcement on
this property?
4ItThe Police Department stated their concern about the potential loitering
problem which might be associated with this area, if vehicles are allowed
to park in the lot beyond 10:00 p.m. Captain Liddy indicated however,
that their were no problems associated with loitering on the north side
of the former Suburban Chevrolet lot through the summer months. The
north side was signed for no trespassing, but the Police Department did
not have to enforce the ordinance due to the fact that there was no
noticeable loitering occurring in the lot.
He indicated loitering would likely not be a problem on the south side
through the winter months. As spring approaches, staff will be in
contact with the Police Department regarding the issue, and appropriate
action will be recommended at that time should the loitering begin to
occur.
Additionally, there has in past years been the need for snow emergency
parking over and above what is currently provided in Lot 300. The Police
Department recommended adding this issue to any recommendation which is
supported by the Parking Committee.
The Parking Committee supported the recommendation of the Police
Department regarding allowing this lot to be used be used as a snow
emergency lot in addition to lot #300.

0 What are the potential impacts of this upon the parking system?
. There is a potential impact which may occur because of the addition of
this lot as a free, unrestricted parking area. It is as follows:
0 Decline in permit sales due to employees no longer
purchasing permits in favor of parking in this free,
unrestricted area.
This issue was discussed by the Parking Committee and it was determined
that the three following issues would affect the use of lot #425, thereby
negating the fact that people would no longer purchase permits in favor
of parking in this lot:
0 Lot #425 may only be temporarily available for use as a
parking lot until spring of 1995, due to its potential
redevelopment.
0 Lot #425 is neither striped nor paved, making its use
somewhat undesirable, especially throughout the winter
months.
0 Lot #425 is not very well lit, making its use somewhat
undesirable.
eo Wha tis the future process for this issue?
The Parking Committee is reserving the right to review this lssue ln
several months should issues arise which would necessitate potential
changes to the regulation of lot #425.
"24 hour time 1 imi t II signage will be constructed at all entrances to the
lot shortly after approval by the Council. The affect of this Slgnage
will be to retain control over the potential storage or abandonment of
vehicles in this lot.
Monitoring of the potential affects this lot may have on the overall
parking system will begin immediately and regular updates will be
provided to the Parking Committee and City Council.
Al ternatives.
1 ) Approve Parking Committee recommendation.
2) Approve regulations identical to those currently in effect on
the north side - "3 Hour Parking, 8 a.m. - 6 p.m., except Sat.
& Sun., and No Parking 10 p.m. - 5 a.m., and No Trespassing 10
p.m. - 5 a.m."
