Redepenning, The Honorable Mayor City Council FROM: Tom Harmening, community Development Director SUBJECT: Entertainment Complex Design Review Task Force I Purpose of Discussion The purpose of this item is to allow Fran Hesch, City Council liaison to this group, to report on the activities and findings which took place at the first meeting of the Task Force. Based on this report the Council 1S requested to provide direction and input to Councilmember Hesch as to the items, issues and concerns which she should bring back to the next meeting of the Design Review Task Force scheduled for November 17th. 4It Attached, for your review, are detailed minutes of the October 27th Design Review Committee meeting as well as a general summary of comments made during the meeting regarding various project issues. Also included are comments made by representatives of HBCA. II Backaround Recently, the City Council authorized the formation of an Entertainment Complex Design Review Task Force. This formation was done in part based upon a request made by the Hopkins Business and Civic Association. The purpose of the Task Force i$ to provide input to the Developer and City on various si~e plan and design issues of the Entertainment Complex Project. It is proposed that the Developer and City uses this information to assist in the final design of the project~ ultimately allowing the developer to submit an application to the City for a conditional use permit. It is hoped that by undertaking this process all brought the issues and concerns regarding the project will be forward very early on in the process, hopefully allowing for a more streamlined and noncontroversial final approval process. ~ A list of the members that are sitting on the Entertainment Complex Design Review Task Force is attached. - - - , ENTERT AINMENT COMPLEX DESIGN REVIEW TASK FORCE MEETING OCTOBER 27, 1994 . (gallery/gift shop) 0 Keep buildings away from Citi-Gables - proposed parking location is seemingly okay - Provide screening between parking lot and Citi-Gables . 0 Art center should be independent - identity issue Move to corner of 11 th Avenue Mainstreet 0 Art center on south side restricts growth/change to restaurant/cinema TH10284C . MEETING WITH DALE LOMMEN AND MARK OURADNICK . RE: HBCA & ECDRTF Comments Be sensitive to parking concerns but make sure to look at this project from big picture perspective. Retail on comer of 12th and Main is not important. Solve parking issue by doing something west of site. Look at this Ym strongly! What about civic meeting space? A restaurant that is large enough to have meeting and serve lunch (Rotary, etc.). Between theater and restaurant complex may be a space to serve 300 people. Top priority project. Scale back number of theaters? In order to leave area for retail on 12th. Maybe less theaters? Make room for potential bank facility, Landscaping and Lights - have similar "theme" on this site. Signage on Highway 3 is good idea. Redevelop Park Upholstery building into parking. e Maybe put parking in front of building, and building next to Citi-Gables. Make 11th Avenue a one-way going south from Mainstreet to 1st Street South. Maybe tie ramp into cosmetics of Entertainment Complex. PS] 1084A . , ENTERTAINlVIENT COMPLEX . DESIGN REVIEW TASK FORCE (ECDRTF) lVIINUTES October 27, 1994 A meeting of the ECDRTF was held on Thursday, October 27, at 6:30 p.m. in the Raspberry Room of Hopkins City Hall. Present were Tom Harmening, Jim Kerrigan, Fran Hesch (City Council), John Legenhausen (NAB), Barb Bourne (NAB), Bill Beard (Developer), Murray Mack (Developer), Paul Gamst (Developer), Gordon Whitehead (Citi-Gables), Shirajoy Abry (Twin West), Paul Gates (Architect), Nelson Berg (NAB), Dan Johnson (P&Z). CALL TO ORDER Tom Harmening provided an introduction to purpose of the Task Force. Comments made during meeting included: (Q) Nelson B.: Can all uses be on South side? (A) Bill B.: Stated that is a possibility and they are looking at this alternative. e Uses on both side of street offer more flexibility for future tenants. (C) Murray M.: (Q) Shirajoy A: Concern about orientation. Could cinema and restaurant be rotated 90 degrees and have restaurant on Mainstreet with theater to rear? Also should architecture be less "older building look" and more of a monumental type structure. (A) Paul G.: They are flexible based on budget. Need to take into account functional layout of theater. (C) Dan J.: Have marquee on Mainstreet. (C) Bill B.: Trying to create image to Mainstreet '. (C) Nelson B.: Mainstreet towers, lighting, ete:: could be incorporated into site. Seems like a lot of towers in proposed design. Old style of marquee might help to soften look. (C) Dan 1.: Marquee on theater in Wayzata and 50th and Prance make a definite statement. Likes downtown look of proposed project. Make a statement e on Mainstreet -would help to have dominate Marquees. THIlO24A . (Q) Nelson B.: Marquees can make significant statement to building. What is the height of the theater building? Nelson stated concern about height. . (A) Murray M.: Height is approximately 25 feet. (Q) Nelson B.: Could there be windows or the look of windows on 2nd floor? (A) Murray M.: Yes (C) Dan 1.: Should look at old Hopkins theater Marquees. (Q) Fran R: Concern about having all the parking adjacent to Citi-Gables. (Q) Shirajoy A.: Will a 25 foot wail at 12th and Main have a negative impact on future development on this comer or further to west? (Q) Paul Gates: Favors splitting uses on two sides of the street. Is it possible to have some of the arts uses, i. e.: gift shop, etc. moved to south project on Mainstreet? Might free up parking on north side of street. Also, makes building scale of project along Mainstreet more appropriate. (A) Murray M.: By rotating project may have negative impact on available surface parking for theater/restaurant. e (Q) Nelson B.: Is there some small retail use that could be placed on south side of Mainstreet in order to reduce scale of cinema adjacent to Mainstreet? (C) Gordon W.: Keep in mind there will be a lot of traffic on 12th because it is thru street to Highway 7. (C) Bill B.: Have tried to be sensitive to Citi-Gables and keep some space betwee.n them. (C) Gordon, W.: Likes parking adjacent to Citi-Gables. Doesn't want garbage cans visible. (C) Murray M.: Tried to orient the building to the parking ramp. (C) Gordon W,: Drainage problem on City property adjacent to Citi-Gables on south side of Suburban Property. (C) Barbara B.: Likes separation of theater and performing arts facility. Help to be independent. Move arts facility closer to 11th St. (Q) Nelson B.: Is 2nd story office realistic? . (A) Paul G.: Stated would include in project now or later if there was a demand. How about moving theater lobby to Mainstreet frontage? (C) Shirajoy A: Move northwest theater auditorium to rear of project and replace with retail. (C) Bill B.: Concerned about building spec retaiL (Q) Dan 1.: Should theater and arts facility have their own separate architectural design? (C) Fran H.: Attempt to have cinema facility designed so it can be to adaptive to a different use at a future date. (C) Nelson B.: Name parking ramp so it identifies with entertainment uses. (C) Bill B.: Possibility of off site signage at 5th., 8th, and 11 th? e (C) Fran H.: Possibility of creating parking to the west of project on Mainstreet. (C) Nelson B.: Incorporate Mainstreet lighting in parking area and entrance points. (C) Tom H.: Need to make sure parking lot lighting is sensitive to adjacent residential.. May not want to have a lot oflandscaping on Mainstreet, target landscaping in specific areas. (C) Dan J.: May be should have straight wall on Mainstreet. . (C) Shirajoy A.: Need to be conscious of how landscaping will appear in winter. (C) Gordon W.: Don't want a wall effect as a separation from Citi-Gables. , (C) Nelson B.: Have presentation with HBCA general membership meeting and then have action at board meeting.
