APPROVE CHANGE ORDER NO. 1
ELMO PARK WATER TREATMENT FACILITY
Proposed Action.
Staff recommends adoption of the following motion: Move that
Council authorize Change Order No. 1 as it concerns the Elmo Park
Water Treatment Facility Renovation Proiect.
Overview.
Renovation of the Elmo Park Water Treatment Facility is nearing
completion. During the course of work the contractor encountered
conditions that prompted modifications in overall design or extra
work to bring the project up to acceptable standards. The
consultant engineer does not anticipate any additional changes
before the final payment.

. 0 What is the justification for a change order?
Items 1, 5 and 9 relate to unacceptable existing conditions
that prompted corrective action before renovation could be
continued. Items 2-4 and 6-8 relate to design changes
recommended by the engineer or city staff. Some of the
changes in this latter grouplng requlre no changes in the
contract price.
o What are the costs?
The net total change is an addition of $7,163.00.
o Staff recommendation:
Staff concurs with peE's assessment and recommends Council
authorization of this change order.

Description Chance
1 Existing concrete block on aeration tower was found to be water ADD $430
damaged and unsuitable for tying into the new addition. Rotten block
was removed and replaced.
2 Change precast concrete knockout panel to concrete mortar block wall NO CHANGE $0
(Refer to Work Change Directive 1)
3 West wall was modified to extend 15" to the west of the existing filter NO CHANGE $0
room west wall. Modification required additional masonry, stucco work
on southwest corner of addition. Also required adding two corners to the
roof flashing and roof curbing. Footing depth under the sidewalk and the
chlorine unloading area was raised from a top of footing depth of 7'_8ft to
a top of footing depth of 4'-Oft. West wall 15" extension contract price
adder with the footing depth contract price deduct resulted in no net .
change in the contract price. (Refer to Work Change Directive 21
4 Raised concrete tank room floor two inches to provide drainage from the ADD $220
chlorine tank room to the roadway. Sidewalk on north side of addition
and concrete slab on west side addition also raised two inches to match
concrete tank room floor. Stair landings in chlorine scrubber room and
. filter room raised two inches to match sidewalk. Stair risers and handrails
modified to match new landing. (Refer to Work Change Directive 3J
5 Removal of steel channels in expansion joint area on south end of ADD $465
aerator tower revealed that previous contractor had dumped broken
brick, block and other debris between the steel channel and the inside
block wall. Existing expansion joint area between aerator tower and filter
building was rebuilt to provide a smooth concrete block finished surface
over the debris. Required excavation, footing, foundation block. and
block and brick on east side and foundation block and finish block on
west side.
6 Panic devices added to chlorine tank room door and to chlorine ADD $860
scrubber room door. (2 panic devices total)
7 1 . insulated glass windows added to two exterior doors ADD $450
8 Two (2) gas heaters added in filter room. Includes additional misc. ADD $3,802
piping and electrical work. (Refer to Gopher Heating 1211 0/93 letter]
9 Pressure test of existing gas piping revealed 19 leaks. Contractor rebuilt ADD $936
existing gas piping to eliminate leaks. (Refer to Gopher Heating 12/1/93
letter J

On 11/24/93 we arranged to do the air test as requested on
the existing gas pipe as per spec, with the city inspector Dave
Fisher. When the system was pumped up and soaped virtually all
. the joints leaked, at that point we had no choice but to tear the
pipe out and repair the leaks. Some joints were threaded in too
E ox , others were only c~ught on two threads, all joints were
without pipe dope. To seal the system and hold the air test for
the city, we needed to replace most of the existing fittings, and
one 21 I length of pipe, plus chase all the existing threads to
their proper length. We then retested the system with the
inspector present on 11/29/93 and it passed.
Normally I wouldn't request an extra for one or two leaks
but a total of nineteen leaks and having to tear the entire
system apart and reassemble is too much therefore I have to
submit an extra.

changes to the above referenced project as of December 10, 1993. No additional changes are
expected between now and the final payment date.
We have reviewed each item included on the enclosed Change Order No.1 and the associated
costs. Based on this review we recommend that the net increase of $7,163.00 be approved.
Please review Change Order No.1 and the attached documents. If you find the change order
acceptable please sign each of the copies and retain one copy for your files. I would appreciate
if you could then forward a copy to the Contractor and return one copy to our office. Enclosed
