The Hopkins Neighborhood Advisory Board met on February 22, 1994 and during a regular
meeting of the Board discussed the concept ofa slip ramp off Highway #169 to provide better
access to Hopkins' Mainstreet.
. After discussion of the issue, the following motion was made and seconded: The
Neighborhood Advisory Board does not look favorably toward the development of a slip
ramp ofT Highway #169 and does not support studying this issue further. The motion was
unanimously approved.

Dear Mr. Senn:
As you are aware, the city of Hopkins is proposing to undertake the
reconstruction of Mainstreet between Trunk Highway 169 and Fifth
Avenue. As a part of this project the City has been examining the
viability of constructing a slip ramp off of south bound Trunk Highway
169 onto Mainstreet.
. Prior to undertaking any in depth analysis of this alternative, the
city Council directed City staff to make a request to MnDOT asking for
their position on the construction of a slip ramp. Please be advised
that MnDOT has contacted the city of Hopkins and has indicated that
they will not approve the construction of a slip ramp from Trunk
Highw~y 169 to Mainstreet due to technical difficulties and reasons.
Based on this position, the construction of a slip ramp does not
appear to be a viable alternative. As a result, Hopkins city staff
will be returning to the city council on April 19 with a
recommendation that the city proceed on the planning process for the
reconstruction of Mainstreet between Fifth Avenue and Trunk Highway
169 without the slip ramp alternative.

Scope of Services and Cost Estimate
City of Hopkins Mainstreet
5th Avenue to Washington Avenue
The following scope of services outlines the steps that R LK Associates proposes to
employ in the design and reconstruction of Mainstreet from 5th to Washington
Avenue. Within each area, individual tasks are explained in detail. Attached is a
timeline for the project which describes the likely schedule for the project, assuming
1994 construction. This document was prepared based upon the City Council
meeting with City sta~f on February 1 and dialogue with Lee Gustafson since that
time. For purposes of the cost estimate, it was assumed that the project construction
cost, excluding the slip-off ramp, is estimated at 250,000.
. It has been assumed, for the purposes of this work product, that the slip-oFf ramp from
Highway # 169 exit ramp will not be considered within the proposed detailed design
activities. As RLK is aware, the Minnesota Department of Transportation has been
contacted about the potential of the slip-off ramp. Our understanding is no response

1. Preliminary Survey Cost Estimate S4,OOO
Attached is a proposal dated November 24, 1993, for the field survey of
Mainstreet east of 5th Avenue to the Highway # 169 exit ramp. This was
approved by Lee Gustafson, DPW. Work commenced on December 1 and was
completed by December 15 in accordance with the language of the proposal
document. The information is on the Auto Cad system at RLK Associates and will
be used for Further detailed design activities at the direction of the City.
2. Televise and Dye Test Sanitary Sewer
Mike Lousing, City of Hopkins, supervised the televising and dye testing of the
sanitary sewer system. Work began the week of December 13 and was
. completed within that week. Chuck Poppler of RLK Associates participated in
these activities.

3. Minnesota Department of Transportation -- Highway #169 slip-off ramp study
On February 1, 1994, the City Council reviewed the project and decided to
pursue MnDot's comments on the efficacy of a slip-off ramp onto Mainstreet
from the Highway # 169 exit ramp. City staff has contacted the MnDot staff and
requested their review of the access concept. As I previously mentioned, no
further consideration within the scope of ser.;ices is focused on this design
parameter. Revisions can be made to the scope once the decision has been
made by the City Council regarding whether to pursue the slip-off ramp
concept in more detail.
4. Preliminary Phase, Feasibility Report Cost Estimate 59,800
The feasibility study for the project will be completed in accordance with
Chapter 429.0 of the Minnesota Statutes in a manner which is explained in this
. section. The Engineering Feasibility study will review the project impact on
Mainstreet between the connection to Washington Avenue and 5th Avenue.
Included will be a report on the need for reconstruction of the sanitary sewer,
watermain, gas, electric, telephone and cable TV. The study will also include a
detailed analysis and set of recommendations concerning --
. Street conditions, parking analysis, bus operation and recommended design
features for the street;
. Lighting design recommendations;
. Sidewalk and pedestrian amenities;
. Revisions to the traffic signal and geometric design of the 5th Avenue
intersection;
. Construction schedule that minimizes disruption to the property owners and
allows access to all the properties during the period of construction disruption;
. Design components related to the Mainstreet design west of 5th Avenue;
. Financial estimates of the preliminary design and funding sources;
. MSAS designation of Mainstreet -- reimbursement opportunities;
Recommendation for final design elements to the City Council will be based
upon proper design technique, staff review and property owner input. The
property owner input will be organized through the formation of a Design Review
. Committee. It is estimated that two public meetings with the ORC group will be
held during the feasibility study phase. It is proposed to complete the following
steps as a part of the public involvement process --

. At the beginning of the feasibility study process, a "kick-off" meeting will be
held with the affected property owner interests;
. All of the affected interests of the project will be identified and the project
issues discovered;
. A ORC will be formed to meet on the design issues. Two meetings will be
scheduled to guide and advise the project designers.
At the completion of the Engineering Feasibility Study, the City Council will review
the document and authorize an official Public Hearing. At the public hearing
the following items will presumably occur--
. Presentation of proposed preliminary improvement plans and cost estimate;
. Input of property owners and the affected interested people;
. Preliminary assessment information;
. City Council will authorize final plans, specifications and bidding documents.
. 5. Detailed Design Documents Cost Estimate S 12,000
It is expected the Engineering Feasibility Study phase will have resulted in a
significantly detailed understanding of design issues. The final design component
of the project schedule should proceed without any major revisions to the
direction given the consultant during the authorization of final plans and bidding
documents. It is expected that at least two ORe meetings will be held during this
design stage with the property owners to gain specific design input concerning
property impact details. At the completion of the detailed design plans,
specifications and bidding documents, it is assumed the City Council will review
the assembled design document package and authorize the construction
bidding process.
6. Construction Bidding Process
Advertise in local paper and Construction Bulletin for a minimum of 3 weeks;
. Prepare a bid tabulation report with recommendations on alternate bids,
preliminary assessment information and the lowest responsible contractor;
. . Prepare 0 financing package summary for the project.

7. Award of ConstructIon Project by the City Council
At the completion of the bidding process and the formulation of the consulting
engineer's report recommending the lowest responsible contractor, the material
will be forwarded to the City Council through the staff for the award of contract.
Assuming the costs and other project details are similar to what the property
owners have understood, it is presumed the City Council will award the
construction contract.
8. Construction Management Cost Estimate
$ 14,500
RLK proposes to construction manage the project in a similar manner as the
Mainstreet project west of 5th Avenue. As part of the construction process. a
staging yard on the Hennepin County property south of County Road #3, will be
. suggested. The attached schedule indicates the probable construction period.
Throughout the construction duration. close communication and coordination
with the affected property owners will be maintained. The estimate included for
this item includes survey staking and material testing for the construction
activities.
9. Final Project Cost Compilation and Assessment Hearing Cost Estimate $4,000
This cost estimated with this item includes the completion of the final project
checklist. final cost compilation, preparing of informational reports for the
assessment process and attendance at the assessment informational meetings
and the public hearing. The assessment hearing process is suggested as
following the completion of the construction project because of construction
time limitations in ] 994. With the bidding period as late as is forecast in the
attached schedule, an assessment hearing process before construction
commencement may push construction into the following construction season
(1995). Therefore, it is recommended that the assessment hearing process. as
suggested on the project activity schedule, commence following the
completion of construction.

RESOLUTION NO. 94-40
ORDER FEASIBILITY REPORT
MAINSTREET RECONSTRUCTION/5TH AVENUE TO WASHINGTON AVENUE
WHEREAS, the reconstruction of Mainstreet from 5th Avenue to
Washington Avenue was included in the 1994 Capital Improvement
Plan as a potential project due to the poor existing conditions
of the sidewalk, curbing, and street; and,
WHEREAS, city staff 1S requesting that this street be reconstructed
similar to the recent upgrading of Mainstreet from 5th Avenue to
20th Avenue in order to fix the current problems; and,
WHEREAS, the first step in the assessment procedure for improvement
projects is the ordering of a feasibility report; and,
WHEREAS, the City of Hopkins has received a scope of services report
from RLK Associates, Ltd. to prepare such a feasibility study;
and,
. WHEREAS, city staff has reviewed the proposal from RLK Associates,
Ltd. and find that it meets the needs of the project and fulfills
the necessary requirements.
NOW THEREFORE BE IT RESOLVED, by the city Council of the City of
Hopkins, Minnesota, that the proposed improvements be referred to
the city Engineer for study and that he is instructed to report
to the Council with all convenient speed advising the Council in
a preliminary way as to whether the proposed improvement is
feasible and as to whether it should best be made as proposed or
in connection with some other improvement, and the estimated cost
of the improvement as recommended.
BE IT FURTHER RESOLVED, by the city Council of the City of Hopkins,
Minnesota, that the Mayor and the city Manager are hereby
authorized to enter into a contract with RLK Associates to
prepare a feasibility report for this project under direction of
the city Engineer at a cost estimated at $9,800.00.
