Staff recommends adoption of the following motion: "Move that Council adopt Resolution 94-20. Resolution Orderinq Preparation of Feasibilitv Reports - 1994 Allev Reconstruction. 11 This action is the first step in two assessable projects for alley upgrading for which no petitions have been submitted. Overview. The City has no formal alley paving program, but Council in the past has instructed staff to present projects for consideration where alleys have posed maintenance problems. The 1994 ClP identifies two high maintenance alleys and staff is proposing to upgrade them even though residents have not come forth with petitions. The two alleys being considered for reconstruction are: 1) Between 9th/10th Aves. North and 1st/2nd streets North . 2) Between 12th/13th Aves. North and 4th st. Asphalt surface conditions are generally poor and characterized by numerous patches. General deterioration is caused by lack of good underlying roadway base materials. In addition there are drainage problems throughout the roadways. . Why order a feasibility study? Feasibility reports are a mandatory procedure in the MS Chapter 429 assessment process. In addition, feasibility reports provide Council with detailed information and are a useful basis for deciding whether to pursue improvement projects. Information in the reports will give Council project costs, potential assessment amounts per lot, and the city's share of the project cost. Present policy calls for the city to assume a 20% share of the project cost. The feasibility report will be prepared by the city Engineer. . CITY OF HOPKINS Hennepin County, Minnesota RESOLUTION NO. 94-20 RESOLUTION ORDERING THE PREPARATION OF FEASIBILITY REPORTS FOR THE 1994 ALLEY RECONSTRUCTION PROJECTS: PROJECTS 94-06 & 94-08 WHEREAS, the two alleys bounded by 9th/10th Aves. North and 1st/2nd Streets North; 12th/13th Aves. North and 4th st. North/T.H. 7 Frontage Road, and WHEREAS, City staff is requesting that these alleys be upgraded under the current assessment policy even though no petition for the upgrade has been submitted, and WHEREAS, the first step in the assessment procedure is the ordering of a feasibility report. NOW THEREFORE BE IT RESOLVED, by the city council of the city of Hopkins, Minnesota, that the proposed improvements be e referred to the City Engineer for study and that he is instructed to report to the council with all convenient speed advising the Council in a preliminary way as to whether the proposed improvement is feasible and as to whether it should best be made as proposed or in connection with some other improvement, and the estimated cost of the improvement as recommended.
