staff recommends the following motion: Move that Council adopt
Resolution 94-49, Resolution for Hearinq on Proposed Assessments,
Oakridqe South Street Reconstruction. Proiect 93-17.
Overview.
The bid opening for the Oakridge South Street Improvement Project was
held May 16. An assessment roll has been completed and the
calculations are based on the low construction bid submitted by
Driveway Design, Inc. Contingency costs equal to 8% of the
construction bid and engineeringjadmin.jlegal costs of 24% have been
added to the construction bid. The calculations are attached along
with the summary assessment roll. The assessment estimates for
street reconstruction in the feasibility report were 2% higher.

. Analysis of costs and proposed assessments
At the bid opening of May 16 it became evident that the
engineer's estimate was considerably lower than the low bid. The
consultant examined all bid documents for irregularities,
especially for unbalanced bidding. All bid documents were in
order. Staff in a post-bidding interview with Driveway Design
learned the contractor had negotiated very competitive prices on
earth work, street construction materials, and utility work and
that he was confident the project had not been underbid. Bidder
qualifications were examined as a final check and Driveway
Design, Inc. was found a fully qualified bidder with the
equipment and manpower to complete the project.
. Computations used to derive the proposed assessments are found on
estimated project costs worksheet and the summary assessment
roll. The final construction cost considered to be the
assessable portion of the project is $221,433.35. This
translates into a per front foot assessment rate of $35.00. In
the case of the 13 residential lots fronting on Robinwood Lane
and deemed to be similar in size and character, these costs
translate into a uniform per lot assessment of $3,330.00. These
rates are less than those estimated in the feasibility report.
. Hearing date
Staff recommends a special assessment hearing be held on June
7, 1994. This is in keeping with a project schedule that
anticipates construction to begin by August 1, 1994.

Five (5) bids were received for the Oakridge South, Street and Utility Reconstruction ProjCl,;t (City
Project 93-17). The bids ranged from $384,093.73 to $460,714.30. The Engineer's F;l;limme fDr tl1is
project was $416,759.50. The apparent low, responsive and responsible bidder was Drivewa.y
Designs. Inc. from Plymouth. Minnesota.
A brief historical background on Driveway Designs, Inc. is presented in this paragraph. TIle
c.ompany was founded in November of 1977 as a sole proprietor foe providing pilving services to
private clients. Driveway Designs began providing services to local units of government in 1984 and
was incorpo'd.ted in 1987. Today, Driveway Designs, Inc, does over $3,000,000 worth of
consrnlction a year with over fifty percent (50 %) of their volume being peliortncd for nlllnkipaWics.
. Driveway Designs. Inc. has been involved in many projects involving the reconstruction of streets.
Recent projec.ts in Robbinsdale and Brooklyn Park have been successfully compk:t~ in aCCordHllce
with the cities' expectations, as related to me by the CiC)' Engineers.
Driveway Designs will perform all the removal work and do the grading and base constnl~tion as
well as the asphalt paving. They will use the following subconttactors:
Metro Utilities - u.'1derground utility construction
CurbmasLers - concrete curb, gutter and driveways
Fair's Garden Center - landscaping
All of the.<;e subcontractors have worked with Driveway Designs on previous stre.et aud utilily
reconstruction projects. In our opin.ion, Driveway Designs, Inc:. is experienced in the type of work
required for this project. The company has fulfIlled the bidding and contract documents
requirements. We recommend that their bid be accepted and the contract awarded to lh~ln,

Resolution For Hearing on Proposed Assessments
Oakridge South street Reconstruction, Project 93-17
WHEREAS, the Engineering superintendent, has prepared an assessment
roll for Oakridge South street Reconstruction, Project 93-17,
and
WHEREAS, the city Clerk has notified the Council that such proposed
assessments have been completed and filed in his office for
public inspection,
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
HOPKINS, MINNESOTA:
1- A hearing shall be held on the 21st day of June, 1994, at
the city Hall at 7:30 P.M. to pass upon such proposed
assessments and at such time and place all persons owning
property affected by such improvements will be given an
. opportunity to be heard with reference to such assessment.
2. The city Clerk is hereby directed to cause a notice of
hearing on the proposed assessments to be published in the
official newspaper at least two weeks prior to the hearing
and to mail notices to the owners of all property affected
by said assessments.
3. The notice of hearing shall state the date, time and place
of hearing, the general nature of the improvement, the area
to be assessed, the total cost of each of such
improvements, and that the proposed assessment roll is on
file with the clerk and that written or oral objections
will be considered.
4. The portion of the cost to be assessed against benefitted
property owners is declared to be $221,433.35.
5. Assessments shall be payable in annual installments
extending over a period of 10 years and shall bear interest
at a rate of 8 percent per annum.
Adopted by the city Council of Hopkins, Minnesota, this 17th day of
May, 1994.
