C I T Y o F HOP KIN S MEMORANDUM DATE: May 12, 1994 TO: HonOra~~yor and City Council FROM: Tom Harmening, Community Development Director SUBJECT: COUNTY ROAD 3 PROJECT STATUS REPORT Mark Koegler of the Hoisington Koegler Group will be in attendance during the City Council meeting to provide a status report on the County Road 3 corridor Analysis. The last status report was given to the city Council on March 15. Since that time the Project Area Committees met in their fifth focus group and developed additional plan details which includes possible roadway alignment plans. These roadway alignment plans in the . current form, unless otherwise modified, will be used as the basis for completion of the corridor study. The primary purpose of the status report is to receive additional City Council input on the proposed roadway alignment. If the City council has strong reservations regarding the proposed roadway alignment, it is important that you voice these concerns at this time prior to additional work being completed. If the Council does not feel comfortable with providing this kind of direction at the next meeting, it would be possible to schedule additional discussion on this item at an upcoming meeting. Hoisington Koegler Group Inc. mil 1311 MEMORANDUM TO: Hopkins City Council and Staff FROM: Mark Koegler - County Road 3 Corridor Study DATE: May 11, 1994 SUBJECT: Project Status Update As a part of the schedule and process for completion of the County Road 3 Corridor Study, a series of project status update meetings with the City Council was included in the schedule. The purpose of the status update meetings is to seek input on the project to ensure that the plans being . drafted by the Steering and Area Committees are generally consistent with the policy direction of the City Council. The last status update meeting was held on March 15, 1994. Since that time, the project Area Committees met as part of Focus Group #5 and additional plan details have been developed. Furthermore, additional modifications of the plan have occurred the over the past few weeks to address traffic and intersection design issues. The roadway alignment plans in their current form, unless otherwise modified, will be used as the basis for the completion of the Corridor Study plan which will involve detailed information on the roadway, aesthetic improvements, costs, and a specific implementation strategy. Therefore, it is important to receive additional City Council input at this time. Prior to providing a brief overview of each of the roadway alignment segments, it may be helpful to focus on the schedule for completion of the project. Since the inception of the project, the public participation process has included a group of individuals with diverse interests and backgrounds. Business interests along the corridor as well as residential homeowners have actively played a role in defining the objectives of the study, in identifying strengths and weaknesses of the corridor, in establishing goals and in preparing the roadway alignment plans. On previous occasions, meetings have been held with the Neighborhood Advisory Committee and the Hopkins Zoning and Planning Commission to review the project. Follow-up meetings will also occur with the Zoning and Planning Commission and the Neighborhood Advisory Board on May 31,1994 and with the HBCA on June 9,1994. Focus group meeting #6 which includes the . Hopkins City Council Memorandum May 11, 1994 Page Two As was mentioned previously, we are specifically seeking input from the City Council on the roadway alignment plans that have been developed. As a preface to the meeting on Tuesday, the following is a general description of the roadway plans for each of the areas: Area 1 - The Area 1 segment generally runs from Shady Oak Road on the west to 11th Street on the east. The plans for this segment include a five lane roadway section from Shady Oak Road to 18th A venue and a four lane divided roadway section from 18th A venue to 11 th A venue. The outer curbs of the five lane roadway will be constructed to allow the eventual removal of the common turn lane and installation of landscaped islands. On an interim basis, the common turn lane is included to satisfy the access concerns of the City of Minnetonka. Between 18th A venue and 20th A venue on the north side of County Road 3, a loop street option will be included in the plan to buffer the existing neighborhood from the roadway. Construction of this loop road system would require the acquisition of four existing homes. Sidewalks will be included on both sides of the roadway and a separate or combined bicycle path is included on the north side. This alternative preserves all existing property accesses within Area 1. . Area 2 - Area 2 includes the section of the roadway that is bmmded by 11 th A venue on the west and 5th A venue on the east. The aligrunent plan calls for a four lane divided roadway throughout this section. A longer term plan for tIus area will be included in the Corridor Study examining the potential of eventually shifting the roadway to the south thereby creating additional redevelopment opportunities on the north. This segment is currently a divided roadway and any major change in the present alignment needs to be closely tied to construction of the LRT station at 5th A venue and the subsequent relocation of the existing park and ride 101. As a result, the plan will include aesthetic improvements which will highlight entrances to the downtown area at 5th A venue, 8th A venue and II th Avenue. Streetscape improvements will also be included to provide continuity throughout the corridor. Sidewalk is plalU1ed for both sides of County Road 3 and a bike path connection to the regional trail will be included. Area 3 - Area 3 has been separated into two segments, 3W and 3E, collectively bounded on the west by 5th A venue and on the east by Blake Road. The roadway throughout this segment is a four lane divided section. The right-of-way has been shifted to the south to enhance the future redevelopment potential on the north side of County Road 3. Intersection improvements include the extension of the eastern ramp to TH 169 and a Jackson Street cOlmection to the north. Earlier roadway alignment plans called for the instaltation of a loop street system between Monroe A venue and Harrison A venue. Because of potential turning movement conflicts, the loop system . has been replaced by a cul-de-sac at Monroe, full movement intersections at Jackson A venue and Harrison Avenue, and a right-inJright-out movement at Van Buren Avenue. - -- --- - . Hopkins City Council Memorandum May 11, 1994 Page Three A landscaped buffer strip with a minimum width of 52 feet will separate the County Road 3 roadway from the property lines of the adjacent residential area. Sidewalks will be included along both sides of the street throughout this segment. A bicycle trail is planned along the south side of the road up to Harrison A venue. At Harrison, the trail will follow the street to the south until it intersects with the existing city bicycle path that runs along the south side of Blake School. The existing path will provide a connection to Blake Road. Area 3 is the most complicated of the four geographic sections that are included in the Corridor Study. At the meeting on Tuesday evening, we can further explore the rationale behind the current plan and issues that it raises. Area 4 - Area 4 includes the segment of the roadway from the east side of the intersection of Blake Road and County Road 3 to the St. Louis Park border on the east. The roadway through this area is a four lane divided section with full movement access at Homedale A venue and Meadowbrook Road. All truck entrances and major driveways serving the industrial uses on the . north are preserved. In order to accommodate the roadway section, right-of-way will need to be acquired on the north side to allow for buffering of the residential properties on the south. Sidewalks will be included along both sides of County Road 3 and bicycle movements through the area will be via local residential streets south of County Road 3. The City Council is not being asked at this time to consider approval of these plans. Your comments and overall direction are being solicited and they are important since these plans form the basis for the draft of the complete plan. In addition to providing a more detailed overview of the roadway aligrunent plans for each of the project areas at the City Council meeting, we will also be prepared to provide a general framework of financial issues and will present an overview of the landscaping concept for the corridor. . . ---.
