ESTABLISH PARKING TIME LIMITS
ON FORMER SUBURBAN CHEV. PROPERTY
Proposed Action.
The Parking Committee recommends adoption of the following motion:
Move to approve Resolution No. 94-74 which states: r'Establish the
following parking time limits on the former Suburban Chevrolet
property north of Mainstreet in downtown Hopkins, now designated as
Lot #450: No parking 2:00 a.m. - 5:00 a.m."
Overview.
The HRA has recently completed the purchase of the Suburban
Chevrolet property in downtown Hopkins. Since the City is now under
ownership of the property, Staff anticipates a variety of parking
responsibilities associated with the north side of the property.
The Parking Committee met on April 20, 1994, and approved the
recommendation presently under consideration. The meeting was
attended by Mike Tait of Tait's SuperValu and Ed Hanlon of Boston
e Garden.
Staffs recommendation to the Parking Committee concerning this
matter was to establish a no parking restriction from 10:00 p.m. -
5:00 a.m. in order to address Police Department concerns about
loitering in the lot. In addition, staff recommended stripping the
lot and posting "no trespassing" slgns for the same time period.

. Primary Issues to Consider.
Based upon the information provided, the Parking Committee has the
following issues to consider:
0 What is the basis for the Parking Committee recommendation?
The Parking Committee passed a motion on a 4 - 1 vote to enforce no
parking in the lot between the hours of 2 a.m. - 5 a.m.
The basis for this recommendation is that the Committee feels the no
parking restriction would basically have little or no effect on the
amount of loitering which may occur in this lot. The Committee also
feels that it lS important to have activity in this lot to give the
perception that things are going on in the downtown area.
Mike Tait, Tait's SuperValu, was in favor of beginning the
restriction at 2:00 a.m. rather than 10:00 p.m. because he felt the
businesses in that area which are open late into the evening hours
should have full use of the lot. He also indicated he would rather
have loitering in the former Suburban Chevrolet lot than the lot in
front of his store.
. Ed Hanlon, Boston Garden, indicated he would like to allow parking
to occur later than 10:00 for the benefit of his customers, and the
customers of Archies.
0 What were HBCA comments regarding this issue?
On Thursday, April 14, Staff asked HBCA to discuss the proposed
recommendation. The HBCA general membership generally felt the
recommendation was acceptable, but their were a variety of other
comments:
0 Ed Hanlon, Boston Garden, indicated he felt the lot should
be left as it currently is, with no restrictions, until
such a time as the project is built on the south property.
0 Jim Ryan, M.B. Hagen, indicated the rlno parking"
restriction should begin later to allow Boston Garden and
Archies customers/employees full use of the lot because of
the fact that they are open later than most businesses in
downtown.
0 What is the Police Department recommendation?
. The Police Department has stated their concern about the potential
loitering problem which might be associated with this area, if
vehicles are allowed to park in the lot beyond 10:00 p.m.

. Attached to this report is from Captain Liddy which
a memo
recommends signing the lot for no parking between the hours of 7:00
p.m. - 5:00 a.m., in addition to posting rlno trespassing" Slgns
effective for the same hours.
The Police Department memo expresses concern relating to allowing
youths to congregate in this lot beyond 7:00 p.m. Liddy also
indicated that typically this type of congregating occurs between
the hours of 7:00 - 9:00 p.m.
The staff recommendation is intended to address Police Department
concerns regarding the loitering issue. Police Department has
informed staff that a loitering ordinance has been determined to be
unenforceable, therefore the Police Department has utilized the "no
trespassing" signs to control loitering in the municipal lots.
() What are the potential impacts of the proposed action on the
parking system?
Staff feels their will be two potential minimum impacts related to
the current parking system in downtown Hopkins. These are as
e follows:
Allowing this lot to be free and unrestricted during the

day may impact permit sales in other parking lots.
0 Their will be minor costs associated with this lot, i. e.
snowplowing, sanding, sweeping, Slgnage, etc.
Staff feels the impact of both of these issues will be relatively
small. Staff suggests the lot be monitored and this issue be
reviewed in approximately 6 months. If the impacts appear to be
substantial, this issue would come before the Parking Committee once
agaln for an alternative recommendation.

I. The meeting was called to order at 6:40 P.M. by Chairman
Rick Brausen.
II. Rick Brausen motioned to approve the minutes of the last
meeting, which was December 15, 1993.
Jerry steiner seconded the motion. All voted in favor of
the motion.
III. New business:
staff reviewed its recommendation to recommend that the city
council establish the following parking time limits on the
former Suburban Chevrolet property north of Mainstreet in
downtown Hopkins:
0 No parking 10 p.m. to 5 a.m.
After staff review the public was invited to comment on the
. recommendation. Mr. Mike Tait, of Tait's superValu
indicated that he wanted the lot to become a customer lot.

. He indicated that in order for this to occur, there should
be no time limit, and no permitting of this lot. Tait felt
that the 10 p.m. no parking restriction is too early in the
evening and would not allow customers from Boston Garden or
Archies full utilization of the lot.
Committee member Hance concurred with Mr. Tait.
Mike Tait also indicated that he feels the lot should be
stripped in order to encourage more orderly customer
parking.
Ed Hanlon, Boston Garden Restaurant, felt that parking
should be encouraged in the lot, rather than discouraged.
He stated that the lot should be left precisely as it is
now, with no restrictions at all, but if the Council was to
elect to restrict parking overnight that it should begin at
2 a.m rather than 10 p.m.
Committee member Dee Lumley agreed with Mr. Tait and Mr.
Hanlon.
Jim Hance motioned to allow the lot to be free and
unrestricted until the hours of 2 a.m. to 5 a.m. which would
be no parking. He agreed to a friendly amendment to his
. motion to have this issue reviewed in six months. Rick
Brausen seconded the motion.
steiner began further discussion of this motion by
indicating his concern about loitering in that lot, but he !
also indicated that he would not vote against this motion. !
George Jace stated firmly that he was not in favor of the
motion because he is concerned about loitering in the lot.
He stated that,the 10 p.m. parking restriction would not
affect the lot in front of Tait's SuperValu or Ed Hanlon's
customers except minimally. Jace recommended striping the
lot and indicated he would vote against the motion because
he was in favor of beginning the no parking restriction at
10 p.m.
The vote occurred as follows:
Jim Hance, aye; Dee Lumley, aye; Jerry steiner, aye;
Rick Brausen, aye; George Jace, nay.
The motion passed on a 4-1 vote.
IV" Rick Brausen motioned to adjourn the meeting.
Jim Hance seconded the motion.
. All voted in favor of the motion.
The meeting was adjourned at 7:30 p.m.

RESOLUTION APPROVING THE ESTABLISHMENT
OF PARKING TIME LIMITS FOR
THE FORMER SUBURBAN CHEVROLET LOT
WHICH LIES NORTH OF MAINSTREET
BETWEEN 11TH AND 12TH AVENUES
WHEREAS, The Hopkins City Council may br resolution designate
limited time parking, and
WHEREAS, Pursuant thereto, the Police Department shall cause the
posting and maintenance of appropriate signs at the locations so
designated, and
WHEREAS, The former Suburban Chevrolet used car lot lying north
of Mainstreet between 11th and 12th Avenues, now designated as
Lot #450, is currently owned by the City of Hopkins Housing and
Redevelopment Authority, and
. WHEREAS, Signage of this lot will help to control the appearance
and regulation of the lot, and
NOW THEREFORE BE IT RESOLVED, by the City Council of the City of
Hopkins, that said lot shall be posted appropriately to indicate
the following:
1 ) No parking 2:00 a.m. - 5:00 a.m.
2) No Trespassing 2:00 p.m. - 5:00 a.m.
