Staff recommends adoption of the following motion: II Move to adopt Resolution 94-46. approvinq plans and authorizinq bids for the Public Works Buildinq addition." Overview. On February 15th Council approved a professional services contract with Bonestroo, Rosene, Anderlik, and Associates to assist the city in the design and construction of an addition to the Public Works Building at a estimated cost of $260,000.00. The plans and specifications have been completed and the City is now ready to go out for bids. staff is therefore seeking authorization from Council for this step of the project. . Primary Issues to Consider 0 Has the project changed from what was presented to Council earlier? The project for the most part has remained the same throughout the entire design process. The only changes that have been made were to accommodate A.D.A. requirements, and a requirement to sprinkle the existing Public Works Building. These changes should be able to be incorporated into the plans and within the budget set by Council for this project. Detailed Backqround Information In 1988 the city entered into a Landfill Closure Order agreement with the MPCA concerning the Seventh Street Landfill. The agreement provides MPCA regulation of pollution migration measures, monitoring of gases and groundwater, and site maintenance. Under current standards the city's garage on the Seventh street site used as a wash bay and secured storage area does not comply with regulations and needs to be removed. Late last year the Public Works crews had to discontinue its use of this building due to nearby methane levels. A replacement facility therefore needs to be constructed and a feasible replacement is an addition to the current Public Works building. The 1994 ClP includes an expansion of the Public Works building as a replacement for the building on the Seventh Street landfill site. RESOLUTION NO. 94-46 RESOLUTION APPROVING PLANS AND AUTHORIZING BIDS PROJECT 94-03: PUBLIC WORKS BUILDING ADDITION WHEREAS, this building addition project has become necessary due to M.P.C.A. 's requirement to close our building on the old landfill site due to the methane levels in that area, and WHEREAS, staff has prepared plans and specifications for a project of such scope and such plans have been presented to Council for approval, NOW, THEREFORE, BE IT RESOLVED by the city Council of the City of Hopkins, Minnesota: 1. Such improvement is hereby ordered as proposed by the city Engineer and presented to the Council on May 3, 1994 2. Bid plans, a site plan of which are attached hereto and made a part hereof, are hereby approved and ordered on file ln the office of the city Clerk. 3. The City Clerk shall prepare and cause to be inserted in the . official paper and in the Construction Bulletin an advertisement for bids upon the making of such improvement under such approved plans and specifications. The advertisement shall be published twice, shall specify the work to be done, shall state that bids will be received by the clerk until 10:00 a.m., on the 26th day of May, 1994 at the City Hall and that no bids shall be considered unless sealed and filed with the clerk. 4. The Clerk and Engineering Superintendent are hereby authorized and instructed to receive, open, and read aloud bids received at the time and place herein noted, and to tabulate the bids received.
