AWARD OF BID FOR SINGLE AXLE LOW PROFILE
CHIPPER TRUCK WITH HOOK LIFT
Pro~osed Action.
staff recommends the adoption of the following motions:
"Motion awarding the bid for the purchase of a 1993 International

The bid opening for the Single Axle Chipper Truck was held at the
. Hopkins City Hall on December 15, 1993. The truck specifications
allowed for three separate bids. The first bid was for a 1993 or 1994
low profile 25,000 GVW cab and chassis. The second bid was for a
chipper body with hook lift. The third bid was for supplying a
complete unit. We also included an option bid for a contractors box
to be used with the hook lift system. The amount budgeted in 1994 for
the purchase was $62,200.00.
The reason the specification was written this way was to insure that
the completed unit would be made to fit our type of application. Also
there is a cost savings by having the city purchase the cab and
chassis instead of the body manufacturer, as the body manufacturer may
not receive a government discount.
Bids were received from Astleford Equipment, Hoglund Bus Co. , McQueen
Equipment, and Northstar International for the cab and Chassis portion
of the bid. Bids were received from A.B.M. Equipment, Astleford
International, crysteel Truck Equipment and McQueen Equipment for the
chipper body with hook lift. Astleford Equipment and McQueen
Equipment bid a complete unit. We also requested an option bid for a
contractors box and received bids from A.B.M. Eguipment~ Astleford
International, Crysteel Truck Equipment, McQueen Equipment, and
Midland Equipment.
staff's recommendation for purchase of the 1993 complete unit from
Mcqueen Equipment for $44,526.00, and the purchase of the contractors
. box from McQueen Equipment for $2,440.00 is based on compliance to
specifications, past experience, and the overall lowest cost to the
city.

Detailed Background
Currently the Parks and Forestry division of Public Works uses a 1985
International single axle dump truck for use as a vehicle to pull the
brush chipper and to blow the wood chips into. The truck was
originally set up for snowplowing and was assigned to the street
department when it was purchased in 1985. In 1989 the city purchased
another single axle dump truck to replace a ten year old tandem truck.
At that time we decided to replace a single axle truck that was being
used as a chipper truck instead. When the old chipper truck was sold,
the 1985 International was transferred to the Parks department for use
as a chipper truck. In 1994 we had scheduled the replacement of
another Tandem dump truck. At that time we decided to purchase a unit
that is versatile to use as a chipper truck and transfer the 1985
International back to the streets department instead of purchasing a
new dump truck. The problem we had with dedicating one vehicle for
chipping brush is that it is not a year round duty, and in order to
make the piece of equipment more versatile we decided to equip a truck
with a hook lift system. This system allows the driver to change
boxes in a matter of two minutes without leaving the cab. By
purchasing different types of bodies, we could utilize the truck year
round. Staff also decided to go with this system because of the
changes we are undergoing in the refuse department. In early 1994, we
will be required to go to a volume based system. Because of the
e change to this variable refuse can system, the arm on the automated
refuse truck would not be able to pick up 300 gallon containers. with
the use of the hook lift, we could purchase small roll off containers
that could be placed at PUblic Works and other locations around town
where 300 gallon containers are currently used. They could also be
utilized during special events as a container could be placed at a
location so that smaller refuse containers could be dumped into it at
ground level. By using this type of lift system a piece of equipment
can be used year round and perform many duties.
Analvsis of Issues
o Is the award to McQueen Equipment for the complete 1993
International with swaploader in the best interest of the city?
Public Works staff has reviewed the bids and inspected the
equipment in detail. The complete unit that was bid by McQueen
Equipment is a 1993 Demo unit with 8,500 miles. It 1S equipped
with a SL125 swaploader. The truck and loader meet almost all
specifications, except for a positraction rear end, and rear
shock absorbers. The truck 1S in excellent condition and has
several features on the vehicle that were not included in the
specifications. The Demo unit will be supplied with a new truck
warranty and a five year warranty on transmission and engine.
The hook loader with chipper box bid on the demo unit meet all
~ specifications and in reviewing all the lifts that were bid, the
~ swaploader scored the most points for design, user satisfaction,
and durability. By awarding the bid to McQueen Equipment for the
Demo, we would get the cab and chassis and loader that meet all
specifications at the lowest overall cost.

. Following is our finding and recommendation for each bid:

The engine bid is a lower cost engine. If you factor in the
difference, the bid would not be the lowest for a 1994 cab and
chassis.
2) Hoglund Bus Co. bid a 1994 LP4700 - bid price $30,374.22 - met
or exceeded all bid specifications.
3) Northstar International bid a 1994 LP4700 - bid prioe $30,085.00
- met or exceeded all bid specifications. (Low bid for 1994 cab
and chassis)
4) McQueen Equipment bid a 1994 LP4100 - bid price $31,066.00 - met
or exceeded all bid speoifications.

bid price $51,048.00 - met or exceeded all bid specifications,

The chipper body with hook lift had three separate bids. Following
are our findings and recommendations:
Bid Compliance:

$21,448.00 - met or exceeded all bid specifications.

met or exceeded all bid specifications, except:

The Stellar hook lift did not meet specifications in the area of
an extendable jib that would allow us to use boxes shorter than
12 feet.
3) Crysteel Truck Equipment bid an American hook lift model 606B -
bid price $16,483.00 - met or exceeded all bid specifications,
except:

Chipper body width 7'6" 8'
Warranty on Body 2 years 1 year
Body Support full length none
The American hook lift does not support the entire body when
lifting or dumping and can be unstable when dumping on uneven
ground.
In conclusion, if we were to take the lowest bid for a 1994 cab and
chassis that meets specifications at $30,085.00, and the lowest bid
for a hook lift even if it did not meet specifications at $16,483.00,
the total would be $2,042.00 more than for the demo unit from McQueen
Equipment that meets all the criteria that were specified on the bid.
For this reason, staff recommends the purchase of the 1993 Demo unit
. from McQueen Equipment for $44,526.00.

. OPTION BID - CONTRACTORS BOX
Detailed Background
The low profile chipper truck that is described in the first part of
this report has the ability to pick up and unload many types of
bodies. The option bid for a contractors box will allow us to use
this truck for other duties when not being used to haul wood chips.
The contractors box can be installed on the truck within minutes and
used to haul a variety of materials and/or equipment. By purchasing
this box we will be able to sell one of the one ton trucks with a
contractors box that we currently have in our inventory.
Analvsis of Issues
0 Is the award of bid to McQueen Equipment for the contractors box
in the best interest of the City?
Public Works staff has reviewed the bids and equipment in detail.
The contractors box bid by McQueen Equipment at $2,400.00 was the
lowest overall bid. A bid from Astleford Equipment for a
contractors box at the same cost, was a quote from McQueen to
Astleford for the same box. The next highest bid for $3,400.00
was from Midland Equipment.

Equipment for $2,400.00.
Staff has reviewed the bids and recommend award of bid on the basis of
meeting or exceeding all specifications at the lowest cost to the
city.
