MARCH 26, 2024
CALL TO ORDER
Pursuant to due call and notice thereof a regular meeting of the Hopkins Planning &
Zoning Commission was held on Tuesday, March 26, 2024 at 6:30 p.m. in the Council
Chambers at City Hall, 1010 1st Street South.
Chairperson Wright called the meeting to order with Commission Members Ilstrup, Nur
and Green attending. Commissioners Terrill and Fauchald were absent. Also present
was City Planner Krzos.
ADOPT AGENDA
Motion by Ilstrup. Second by Nur.
Motion Adopt Agenda as presented.
Ayes: Ilstrup, Nur, Green, Wright.
Nays: None. Absent: Terrill, Fauchald. Motion carried.

PUBLIC HEARING
1. 2024-02 – 9451 Excelsior Boulevard – Depot Coffeehouse – Zoning Map
Amendment
City Planner Krzos presented an overview of Planning & Zoning Report 2024-02. The
City on behalf of the property owner, the Metropolitan Council, requests a Zoning Map
Amendment (rezoning) for 9451 Excelsior Boulevard, the parcel containing the Depot
Coffeehouse that also contains a Regional Trailhead and parking for trail users. The site
does not have an assigned zoning classification. The request would assign the MX-S,
Mixed-Use Suburban Center zoning designation to the property. The amendment would
facilitate an update to the City’s permit to occupy the space for the Depot Coffeehouse
and allows for the current food service and entertainment use, as well as the
recreational trail use. No modifications to the site or use are proposed.
After general comments and clarification from the Commission, Chairperson Wright
opened the public hearing. No one from the public was in attendance.

Motion Approve Planning & Zoning Resolution 2024-08 recommending the City
Council approve an Ordinance assigning the MX-S zoning designation for 9451
Excelsior Boulevard.
Ayes: Ilstrup, Nur, Green, Wright.
Nays: None. Absent: Terrill, Fauchald. Motion carried.
First reading on this item will be presented at the April 2 City Council meeting.

1.Presentation: Comprehensive Plan Implementation Status Update
City Planner Krzos presented an overview and status update of the Implementation
Section of the Comprehensive Plan for educational purposes.

items.
ADJOURNMENT
There being no further business to come before the Planning & Zoning Commission and
upon a motion by Ilstrup, second by Green, the meeting was unanimously adjourned at

Amendment
City Planner Krzos summarized Planning & Zoning report 2024-03. The City on behalf
of the property owner, the Metropolitan Council, requests a Comprehensive Plan
Amendment for 9451 Excelsior Boulevard, the parcel containing the Depot
Coffeehouse. The site does not have an assigned Future Land Use classification by the
Comprehensive Plan. The request would assign the Commerce and Employment
Future Land Use Category to the property.
Chairperson Wright opened the public hearing. No members from the public came
forward to speak.

Motion Close the Public Hearing.

Council Approve a Resolution Amending the Comprehensive Plan to assign the

1.Continued Comprehensive Plan Implementation Status Update
City Planner Krzos continued presenting an overview and status update of the
Implementation Section of the Comprehensive Plan for educational purposes. The
Transportation and Downtown sections of the plan were the subject of the presentation.
NEW BUSINESS
1.Community Engagement Discussion
City Planner Krzos gave an overview of the engagement efforts that are part of the
Commission’s work plan. The consensus of the commission was to forego tabling at
Mainstreet Day. The Commission discussed engagement with youth in the community
and youth board members.

City Planner Krzos updated the Commission on past projects and upcoming agenda
items.

WORK SESSION PROCEEDINGS
MAY 28, 2024
CALL TO ORDER
Pursuant to due call and notice thereof a work session of the Hopkins Planning &
Zoning Commission was held on Tuesday, May 28, 2024 at 6:30 p.m. in the Council
Chambers at City Hall, 1010 1st Street South.
Chairperson called the meeting to order with Commission Members Terrill, Nur,
Fauchald and Green; and Youth Commission member Erickson attending.
Commissioner Ilstrup was absent. Also present was City Planner Krzos.
Youth Commission Member Discussion and Youth Engagement Activity
Discussion. City Planner Krzos introduced this item for discussion. Commissioners
asked questions to Youth Member Erickson about her time on the commission and
discussed ways to enrich the experience. A subcommittee was formed to discuss
onboarding and mentoring of new youth members. The commission also discussed
broader outreach initiatives for youth in the community.
ADJOURNMENT
There being no further business to come before the Planning & Zoning Commission the
meeting was unanimously adjourned at 7:39 p.m.
