Staff reconunends adoption of the following motion: "Move to authorize holding a public hearing to discuss the results of the Community Needs Arts Assessment and Focus Group processes. " This motion will allow staff to publish a public hearing notice for the City Council meeting on February 15, at 7:30 p.m. Overview. On January 4, 1994, the Council authorized undertaking a "community arts needs" assessment and rrfocus group" process. The purpose of this process 1S two-fold: 1 ) To identify other potential arts related users of the facility. . 2) To measure the perception and attitude of the general public related to the construction of an arts facility on the Suburban Chevrolet property, and expansion of Tait's SuperValu. The first 1ssue identified above is being completed by Barbara Davis, Resources and Counseling for the Arts, through a series of personal interviews with area organizations which have been identified as potential users of such a facility. The second issue is being completed by Decision Resources and involves holding 4 "focus groups" seSS1ons. One session will be composed of a random sample of Hopkins business community members. One session will be composed of a random sample of referendum petition Slgners, and two sessions will be composed of a random sample of city residents. Resources and Counseling for the Artsl and Decision Resources will be completing a sununary report for review by the City Council at the worksession on February 81 1994. Based upon the discussion held at that time, a final report will be presented for discussion and a public hearing on February 151 1994. .~~~ , Paul ~ Steinman Community Development Specialist - . CITY OF HOPKINS COUNTY OF HENl'IEPIN ORDINANCE NO. 93-729 AN ORDINANCE CHANGING THE CG1POSITIClN" OF THE HUMAN RIGHTS COvHISSION" The City Council of the City of Hopkins does hereby ordain: SECTION 1. That Section 340, Human Rights Commission, be amended to read as follows: 340.03 Establishment and composition. There is hereby reestablished a Human Rights Commission of the City of Hopkins. In addition, two students from Hopkins High School who live in Hopkins, may be appointed for a 1 year term. Members shall be appointed by the City Council. 340.05 Terms. Members of the Human Rights Commission shall be appointed for terms of three years. Terms shall expire on January 31st of each year provided that one-third of the first Human Rights Commission shall be com- prised o f -t--fl.ree memb e r s whose terms expire on January 31, 1995, Hrr-ee one- third of members whose terms expire on January 31. 1996, and ~ one-third . of members whose terms expire on January 31, 1997. Upon expiration of a term of office, the members shall continue to serve until a successor is appointed and qualified. Members shall serve no more than two consecutive terms. Mem~ bers may be renominated after being off the Commission for one year. SECTION 2. The effective date of this ordinance shall be twenty days after publication.
