AMENDMENTS TO COMPREHENSIVE PLAN
Proposed Action.
Staff recommends the following motion: Move to approve Resolution 94-12 approving changes to the
Comprehensive Plan regarding residential housing contingent upon approval by the Metropolitan Council.
At the Zoning and Planning meeting Mr. Hutchison moved and Mr. Day seconded a motion to approve
Resolution RZ94-1 recommending approval of changes to the Comprehensive Plan regarding residential
housing.
Overview.
In conjunction with discussions as part of preparation of the Economic Development Strategic Plan there
was a concern regarding the number of new multi-family developments that can be constructed within the
City. One of the goals and actions steps in the Strategic Plan was to specifically review the multi-family
housing sites and determine if changes to the Zoning Ordinance and Comprehensive Plan are appropriate.
The first step in this process is to amend the Comprehensive Plan to reflect new residential goals and
. policies for the City. Within this report are proposed amendments to the Comprehensive Plan which will
serve to protect existing single family housing and reduce the number of new multi-family units that can
be constructed in the future. Following this amendment process of the residential policies, individual sites
will be reviewed for possible changes, either in the Comprehensive Plan, Zoning Ordinance or both.
Also, the language in the text of the Comprehensive Plan relating to the specific site will be reviewed and
if a land use change is recommended, the language relating to the site will also be recommended for a
change,
The staff reviewed the proposed changes with the Commission. All property owners that may have their
property affected with the proposed changes were notified. Only two residents appeared regarding
changes to their area. The residents currently live in an area that is zoned multiple-family, but has single
and two family homes. Both the residents were pleased that with this process their area may by rezoned
to single family in the future. The Commission noted that various sites will be reviewed in the upcoming
year and when an area is reviewed by the Commission the property owners will be notified.

Primary Issues to Consider.
0 What is the goal in amending the Comprehensive Plan regarding multi-family housing?
Seek to reduce the total number of multiple residential units that could be constructed in the future by
approximately 2533 units. This number was determined by the potential number of units that can be
constructed on the existing sites that are designated either in the Zoning Ordinance or Comprehensive
Plane as multiple family. These sites include vacant and developed sites.
0 What is the goal and action step regarding multi-family housing in the Strategic Plan?
The following is the goal and action steps regarding multi-family housing:
"Assure strong and well maintained neighborhoods in order to foster an overall positive economic
development climate in Hopkins. "
"The stability and growth of neighborhoods is key to the success of any economic development efforts of
a city. Neighborhoods provide employees for existing and potential businesses, a market for the retail
sector, and create an image of the community which is a reflection upon the local businesses.
. Neighborhoods are also a reflection upon a community's social and economic standards of living and
overall quality of life, which in turn impacts economic growth."
One of the suggested action steps:
"Examine properties which are currently zoned and guided for multi-family housing. Determine if
changes need to be made based on:
0 Need for single family, owner occupied housing vs. multi-family, non-owner occupied
housing
0 Current housing market
0 Land use issues
0 Goals of Strategic Plan"

0 How many units can be constructed with the existing zoning and Comprehensive Plan
designations?
With the current zoning and Comprehensive Plan designations, approximately 2396-3081 more
multi-family units can be constructed within the City. This number was determined by the potential units
that can be constructed on the existing vacant or redeveloped sites that are guided or zoned multi-family.
This is a potential of a 10% increase in multi-family units.
0 What are the proposed changes to the Comprehensive Plan?
The following are sections that need to be added in the Comprehensive Plan to reflect the new direction
of the City:

Alternatives.
1. Approve the proposed language changes for the Comprehensive Plan. By approving the
proposed changes in the Comprehensive Plan, the proposed changes will be submitted to the Met
Council for final approval.
2. Do not approve the proposed language changes for the Comprehensive Plan. By denying the
proposed changes for the Comprehensive Plan, the Comprehensive Plan will not be amended.
3. Continue for further information. If the City Council indicates that further information is needed
the item should be continued.

RESOLUTION NO: 94-12
RESOLUTION APPROVING CHANGES
TO THE COMPREHENSIVE PLAN REGARDING RESIDENTIAL HOUSING
WHEREAS, an application for Comprehensive Plan amendments
COMP94-1, made by the city of Hopkins to amend the Comprehensive Plan
is approved.
WHEREAS, the procedural history of the application is as follows:
1. That an application for a Comprehensive Plan amendment
COMP94-1 filed with the city of Hopkins on December 20,
1993.
2. That the Hopkins Planning Commission, pursuant to mailed
notices, held a public hearing on the application and
reviewed such application on January 25, 1994: all persons
present were given an opportunity to be heard.
. 3. That the written comments and analysis of the City staff and
the Planning Commission were considered.
NOW THEREFORE, BE IT RESOLVED that the application for a
Comprehensive Plan amendment COMP94-1 is hereby approved based on the
following Findings of Fact:
1. It has been determined by the Zoning and Planning
Commission that the city has a high percentage of
mUlti-family units.
2. That a goal of the City is to reduce the potential
number of new mUlti-family units that can be
constructed.
3. That a goal of the City is to reduce the ratio of
mUlti-family units to single family units.
BE IT FURTHER RESOLVED, that application for COMP94-1 is hereby
approved based on the following conditions:
1. That the Metropolitan Council approves the proposed
amendments.
