TRAFFIC CONTROL REQUEST
11TH AVENUE/FIFTH STREET SOUTH
ProDosed Action.
Staff recommends adoption of the following motion: Move that
Council authorize an enqineer's study concerning the installation
of traffic siqnals at the intersection of 11th Avenue and 5th
Street South.
Overview.
Traffic issues and how to address them at the intersection of
11th Avenue and Fifth Street South date back to at least 1988.
One problem identified then and still prevalent is the difficulty
for traffic generated by businesses on Fifth Street South to
enter onto 11th Avenue, particularly during work shift changes at
some of the commercial firms. Lately, staff has additionally
identified a potential problem related to development of the R.L.
. Johnson site. Additional traffic from that site could make
conditions at the intersection intolerable, and the City has
taken steps to place a traffic signal upgrade at this site on its
Capital Improvement Plan.
Complaints concerning the intersection have been received from
citizens at various times and the Hopkins Police Department has
requested action. A police department memo is attached to this
report.

Once a request or petition is received by the engineer, he
shall convey that request to the council and seek
authorization to conduct a study if desired. The Council
shall receive a report from the engineer and at its
discretion decide on action to be taken.
0 Existing Conditions.
Currently one stop sign on Fifth street South at its
intersection with 11th Avenue makes up traffic control at
the site. 11th Avenue South is a through street and carries
moderate to heavy traffic. Traffic generated by the Hopkins
southwest commercial district has difficulty entering 11th
Avenue, especially during midafternoon work shift changes.

are marginal, and care is needed to assure that a maneuver
onto 11th Avenue will not be into the path of a southbound
vehicle.
. During 1992-1993 there were ten reported accidents at this
intersection, two of them involving personal injury. This
does not appear to be an above-average accident rate.
The installation of traffic signals at this intersection has
been identified as a 1995 scheduled project activity in the
latest Capital Improvement Plan.
0 Action measures and recommendations.
Council could immediately order the placement of two stop
signs on 11th Avenue to complement the third sign on Fifth
Street. Staff advises against this action because it has
the potential to create a greater real hazard than that
currently perceived. Without certain grade changes in 11th
Avenue, southbound traffic could face difficulties in coming
to a safe stop, and there is the real danger of trucks
sliding through the intersection.
Given that installation of traffic signals, a safer
alternative to signs, is contemplated in the latest CIP,
staff urges Council to authorize a thorough study of this
intersection as it relates to development of the R.L.
Johnson site and the anticipated reconstruction of 11th
Avenue South. Perhaps the study should address the concept
. of a Fifth Street realignment such as illustrated in the
attached location map. Staff should act now, with the aid
of a professional consultant, to examine all traffic issues
at this intersection and how upgrading of 11th Avenue and

. development of the Johnson site will have an impact on this
intersection. This study should be available before any
traffic lights are installed.

Subject: Request for Traffic Control Device at 11 th Ave. and 5th St. South
Jim:
During the last couple of months we have received several comments regarding the
intersection of 11 th Avenue and 5th Street South relative to the safety of the
intersection.
11 th Avenue South is a through street and carried moderate to heavy traffic during
. most of the day time and early evening hours. 5th Street South also carries moderate
to heavy traffic during the day time hours as it is the only exit onto 11 th Avenue and the
general Hopkins area from the southwest industrial area. Visibility for cars turning onto
11 th Avenue from 5th Street is often restricted by other vehicles and this creates a
potentially hazardous situation.
During the years 1992 and 1993, there have been a total of ten accidents at this
intersection, two of them personal injury accidents and the remainder property damage
accidents.
The police department requests that you consider putting stop signs, or a traffic signal,
at the intersection of 11 th Avenue South and 5th Street South to allow traffic turning
from 5th Street onto 11 th Avenue to do so in a safe manner. I do understand that this
intersection is under review for upgrading sometime during the next one to two years,
and this may have a bearing on the action taken in the immediate future.
