RESOLUTION SUPPORTING
HENNEPIN PARKS ISTEA FUNDING APPLICATION
Proposed Action.
Staff recommends adoption of the following motion: llMove to approve
Resolution 94-30 supportinq a Federal ISTEA fundinq application bv
Hennepin Parks for the development of the trail corridor alonq the
south side of county Road 3 from 8th Avenue to T.H. 169."
Overview.
Hennepin Parks and the city of Hopkins have been working together over
the last couple of years to develop regional trails in Hopkins. Two
trails that begin in the far westerly suburbs will be constructed this
year and brought into Hopkins at approximately 8th Avenue and County
Road 3. The trail construction being proposed by Hennepin Parks would
allow these trails to continue along the south side of County Road 3
to the old depot, just east of T.H. 169. The trail construction being
constructed this year, and proposed in Hennepin Parks, ISTEA
tit application has previously been strongly supported by the Hopkins City
Council, and the Hopkins Park Board.
Supporting this proj ect does not in any way commit the city to any
financial obligations. If funding is approved for this project, the
city would be able to negotiate with Hennepin Parks how much,
preferably 0, that the city would commit to this project. The city
could also just refuse to participate which may, or may not kill the
project. Staff has therefore determined that if the city has nothing
to lose on this matter and everything to gain, that it should
therefore support Hennepin Parks in their funding application.

A RESOLUTION SUPPORTING AN ISTEA FUNDING APPLICATION
BY HENNEPIN PARKS FOR THE DEVELOPMENT
OF THE REGIONAL TRAIL CORRIDOR ALONG COUNTY ROAD 3
WHEREAS, Hennepin Parks is applying for federal ISTEA funding for the
development of the trail corridor along the south side of County
Road 3 from 8th Avenue to the east side of T.H. 169; and
WHEREAS, the city of Hopkins strongly supports Hennepin Parks in their
application for ISTEA funding; and
WHEREAS I ISTEA funding is critical to the development of this trail
corridor that includes upgrading of a highly utilized park and
ride facility; and
WHEREAS, the development of this trail corridor completes a missing
link in the two regional trails that corne into Hopkins at 8th
Avenue and that will eventually connect to the Minneapolis Trail
system; and
e WHEREAS, The City of Hopkins has supported the construction of this
trail corridor through its Comprehensive Plan, Strategic Plan for
Development, Sidewalk/Trial Master Plan, and various other
documents including the Capital Improvement Program,
NOW THEREFORE, BE IT RESOLVED, tha t the City council of the City of
Hopkins, Minnesota supports the Federal ISTEA funding application
by Hennepin Parks for the development of the trail corridor along
the south side of county Road 3 between 8th Avenue and T.H. 169.
Adopted by the city council of the City of Hopkins this 15th day of
March, 1994.
