RESOLUTION SUPPORTING
HENNEPIN COUNTY'S ISTEA FUNDING APPLICATION
Pronosed Action.
Staff recommends adoption of the following motion: "Move to approve
Resolution 94-32 sunnortinq an application by Hennepin Count v for
Federal ISTEA fundinq for Improvements to County Road 3."
Overview.
The city and the county are in the process of preparing an ISTEA
application for federal funding for the upgrading of County Road 3.
The County will be submitting the application in April for the first
segment proposed to be improved. The first segment is from Shady Oak
Road to 8th Avenue. The funding decision is currently scheduled for
late summer. Funding for the other segments of County Road 3 will be
applied for at a later date.
. The application requires that here is local government support for the
proj ect. The attached Resolution provides the local support needed
for the County's application for the ISTEA funding.
The City has done the following activities that illustrate the city's
commitment for trying to upgrade the County Road 3 corridor:
o A traffic study was completed by Benshoof and Associates for part I
of the corridor,
o A study was completed in conjunction with Hennepin County titled
IIA study for the Excelsior Boulevard Corridor";
o The City's strategic Plan for Economic Development has placed
County Road 3 as a strategic economic issue;
o Hennepin County has included the upgrading of County Road 3 in
it's capital Improvements Plan at the request of the City;
o The city has placed County Road 3 ~n it's Capital Improvement
Plan.

A RESOLUTION SUPPORTING AN ISTEA FUNDING APPLICATION
BY HENNEPIN COUNTY FOR THE UPGRADING OF COUNTY ROAD 3
WHEREAS, Hennepin County is applying for federal ISTEA funding for the
upgrading of County Road 3 between Shady Oak Road and 8th Avenue;
and
WHEREAS, the city of Hopkins supports Hennepin County in their
application for ISTEA funding; and
WHEREAS, ISTEA funding is critical to the success of undertaking
improvements to County Road 3; and
WHEREAS, the city of Hopkins has supported the upgrading of County
Road 3 through its Comprehensive Plan, Strategic Plan for
Economic Development, and various other documents including the
Capital Improvement program,
NOW THEREFORE, BE IT RESOLVED, that the city council of the city of
Hopkins, Minnesota that the City of Hopkins supports the
e application by Hennepin County for ISTEA funding for the
upgrading of County Road 3 between Shady Oak Road and 8th Avenue.
Adopted by the city council of the city of Hopkins this 15th day of
March, 1994.
