MINUTES OF THE CITY COUNCIL WORK SESSION
Tuesday, March 10, 2009
Mayor Maxwell called the meeting to order at 6: 35 pm. Present were Mayor Maxwell and Council
members Halverson, Brausen, Rowan, Youakim and City Manager Rick Getschow; Lisa Day, Rev.
Randall Neal, and Vicki Peterson, Zion Lutheran Church; Cathy Carlson and Mike Goergen, St. John the
Evangelist; Audrey Borosh, St. Joseph's Church; John Goodman, Otis Curtney, Paul St. Martin and Jane
Meyer, West Oaks Comm. Church; Rick Pavelka, Pat Mahin, Buck Day, Faith Community Church.
Faith Community Meetine:
The last Faith Community meeting was 3 years ago. The Mayor recommended that we reconvene as a group
once again to work together for the community. The focus on the meeting was:
· A NaRC (Nurturing Our Retired Citizens) update.
. A Police Champlain Program Overview
A Discussion of current economic conditions and its effect on the Faith Community.
The 2006 meeting was mostly focused on the work of NaRC which had just begun establishing itself in
Hopkins. NaRC has accomplished quite a bit since 2006 including: the creation of a senior directory; the
hosting of senior lectures or forums in Hopkins and the establishment of a congregational nursing program in
Hopkins. The congregational nursing program and a few forums on transportation had significant involvement
with the faith community.
Annette Sandler from NaRC handed out resource information and a discussion was held about how NaRC,
Faith Community, Hopkins Resource Center, Activity Center and the City can work together to better serve the
community.
In conjunction with the Hopkins Fire Department, a Chaplain Corps was created in 2006. The Chaplains are
ordained members of various faith communities in Hopkins. They have been trained to help victims and family
members dial with crisis situations such as fires, fatal crashes, sudden death events and death notifications.
The Chaplains provide non-denominational support on a volunteer basis. The Chaplains attend regular
meetings, training and ride along with members of the department on a regular basis.
During 2008, Chaplains we4re called out many times for crisis support and assistance.
Sergeant Glassberg stated that the Chaplain Corps members are: Padre Howie Krienke, Pastor Christian Ruch,
Pastor Steve Thorn, Pastor Wayne Hanson and Deacon Juan Duran-Ulloa. Sergeant Glassberg stated that the
help from this program has been tremendous. He thanked the Chaplains for all of their help so far and
encourages others to get involved as well.

Some ideas that came from that discussion were:
1. A day of community service.
2. Free meals on a monthly basis.
3. Community food drive.
4. Foreclosure Work Shop.
5. Love Inc. (Love in the name of Christ).
6. Program "Reach and Restore"
7. Kinship (looking for people to be like a big brother big sister).
8. After school events involving children and adults to reach out to the community beyond the
congregati on.
9. Communicating ideas through, e-mails, Hopkins E-News or newsletters.
10. Connecting with different cultures.
The group decided that they would get together in 6 months and meet at either the Fire Department or City Hall.
Mayor Maxwell stated that he thinks that this is really important to work together. He encouraged everyone to
keep working at it for the betterment of our community. He stated that the Council as well as the City is here to
help in any way possible.
State of the City:
City Manager Getschow went over the presentation for the State of the City with the Council.
Other:
Council member Y ouakim discussed the special TIF Legislation. She also stated that she received an e-mail
from a resident about her garbage bins. City Manager Getschow stated that he would check into that.
Council member Brausen stated that he received an e-mail in regards to a CERT Team that the Fire Department
is doing. He stated he is very much interested in that. Council member Y ouakim also expressed an interest.
City Manager Getschow will talk to Chief Specken to get more information about it.
City Manager Getschow stated that he and the Mayor will be meeting with the Police Chief and a delegation
from the Netherlands regarding the JCPP project.
City Manager Getschow stated that a request for a Special Assessment deferral came in two years after the
property was assessed. The Council will consider this delayed request at an upcoming meeting. Each case will
be approved individually.
City Manager Getschow read a thank you letter to the Mayor from Hennepin County Sheriff Rich Stanek.
With no further business, a motion was made by Brausen, seconded by Y ouakim to adjourn the meeting. The
motion passed unanimously. The meeting was adjourned at 9:50 pm.
