CALL TO ORDER
Pursuant to due call and notice thereof a regular meeting of the Hopkins Planning &
Zoning Commission was held on Wednesday, May 1, 2024 at 6:30 p.m. in the Council
Chambers at City Hall, 1010 1st Street South.
Chairperson Wright called the meeting to order with Commission Members Terrill, Nur
Fauchald and Green attending. Commissioner Ilstrup was absent. Also present was City
Planner Krzos.
ADOPT AGENDA
Motion by Terrill. Second by Nur.
Motion Adopt Agenda as presented.
Ayes: Wright, Fauchald, Nur, Green, Terrill.
Nays: None. Absent: Illstrup. Motion carried.
COMMUNITY COMMENT
None.
PUBLIC HEARING
1. 2024-03 – 9451 Excelsior Boulevard – Hopkins Depot Comprehensive Plan
Amendment
City Planner Krzos summarized Planning & Zoning report 2024-03. The City on behalf
of the property owner, the Metropolitan Council, requests a Comprehensive Plan
Amendment for 9451 Excelsior Boulevard, the parcel containing the Depot
Coffeehouse. The site does not have an assigned Future Land Use classification by the
Comprehensive Plan. The request would assign the Commerce and Employment
Future Land Use Category to the property.
Chairperson Wright opened the public hearing. No members from the public came
forward to speak.
Motion by Terrill. Second by Green.
Motion Close the Public Hearing.
Ayes: Wright, Fauchald, Nur, Green, Terrill.
Nays: None. Absent: Illstrup. Motion carried.
Motion by Terrill. Second by Nur.
Motion Approve Planning & Zoning Resolution 2024-09 Recommending the City
Council Approve a Resolution Amending the Comprehensive Plan to assign the
Commerce and Employment Future Land Use Designation for 9451 Excelsior
Boulevard.

OLD BUSINESS
1.Continued Comprehensive Plan Implementation Status Update
City Planner Krzos continued presenting an overview and status update of the
Implementation Section of the Comprehensive Plan for educational purposes. The
Transportation and Downtown sections of the plan were the subject of the presentation.
NEW BUSINESS
1.Community Engagement Discussion
City Planner Krzos gave an overview of the engagement efforts that are part of the
Commission’s work plan. The consensus of the commission was to forego tabling at
Mainstreet Day. The Commission discussed engagement with youth in the community
and youth board members.
ANNOUNCEMENTS
City Planner Krzos updated the Commission on past projects and upcoming agenda
items.
ADJOURNMENT
There being no further business to come before the Planning & Zoning Commission and
upon a motion by Green, second by Terrill, the meeting was unanimously adjourned at
7:46 p.m.
