AWARD OF CONTRACT FOR THE
PUBLIC WORKS ADDITION AND AMENDMENT TO REFUSE BUDGET
Proposed Action.
staff recommends adoption of the following motion: "Move that Council
adopt Resolution 94-53. Awardinq Bid for HOPkins Public Works addition
to Parkos Construction in the amount of $241.700.00 and increasing the
Refuse budqet $29.800.00 to cover the total project construction costs
of $289.800.00".
I Overview.
I Bids were opened on May 27, 1994 for the Public Works addition. Seven
Bids were received and are tabulated below. The low bidder was

. Analvsis of Issues
0 Why does the budget need to be increased for this project?
The budgeted amount of $260,000 was calculated last year with the
best information available. This amount unfortunately did not
include everything needed to complete the project. The items
that are not included in the bid amount that are necessary to
complete the project are as follows:
Engineering: Plans and specifications 24,500
Bid Alternate: Painting Building 5,800
Sprinkler System: 6,800
Install sprinklers in lower office area of
Public Works building. Not part of original
bid, but needed to meet code for type of
building
High Pressure Washer: 3,800
Unit purchased separately by city and
installed by city personnel to lower overall
cost of project
. Electric Gate and fence repair: 4,600
Cost to relocate existing automatic gate and
install one new gate with opener on east side
of addition to allow opening up Public Works
employee parking lot for use during off hours
for Pavilion events.
contingency: 2,600
Money needed for site work, sewer pipe
installation, unforeseen conditions and any
change orders.
Totals that were not part of Bid 48,100
Total project cost: $241,700 + 48,000 = 289,800

. 0 Should award be made to Parkos Construction?
Bonestroo and Associates have reviewed the bids and checked
qualifications and have found Parkos Construction to be a
reputable contractor. Also the city currently has Parkos
Construction under contract for the Fire station remodeling and
have found them to be a reputable firm and have a favorable
working relationship with them. Staff therefore recommends that
the contract be awarded to the lowest responsible bidder Parkos
Construction.
0 Is the bid reasonable?
Although the bids came in higher than what was anticipated the
bids were all within 10% of each other. This would indicate
that the bid price is reasonable.
0 How will this project be funded?
The original budget amount of $260,000 was to be funded from the
refuse fund as indicated in the C.I.P. It is proposed to fund
the $29,800 shortfall from the refuse fund also.
0 When can construction begin?
Construction can begin as soon as all necessary paper work has
. been completed. We have scheduled the work for the beginning of
July.

RESOLUTION FOR BID AWARD
PUBLIC WORKS ADDITION AND AMENDMENT TO REFUSE BUDGET
WHEREAS, bids were received for the Public Works Addition on May
27, 1994, and
WHEREAS, the budgeted amount for this project was $260,000.00,
and
WHEREAS, seven bids were received and the bid of Parkos
Construction, 1n the amount of $241,700.00, 1S the lowest
responsible bid for the Public Works Addition, Project No.
94-03, and
WHEREAS, it is necessary to amend the Refuse budget 1n the
amount of $29,800 to cover project costs not included in the
bid amount,
NOW THEREFORE BE IT RESOLVED, by the city council of the city of
. Hopkins, Minnesota, that the Mayor and City Clerk are hereby
authorized and directed to enter into a contract with Parkos
Construction, for and on behalf of the city, and that the
Finance Director is hereby directed to amend the budget for
this project to reflect the additional $29,800 needed to
complete the project.
Adopted by the City Council of the City of Hopkins this 7th day
of June, 1994

Honorable Mayor and City Council:
Bids were opened for the Hopkins Public Works Building Addition Project on Fridays May 27,
1994. Transmitted herewith are ten (10) copies of the bid tabulation for your information and
file.
The following summarizes the results of the low five bids received:

The low bidder on the project was Parkos Construction Co. with a Base Bid of $247,700.00 and
Alternate of $5,800.00. Parkas Construction Co. also listed a Voluntary Alternate: Supply,
install and remove temporary wood partitions for security: Add $2,200.00 to Base Bid. Even
adding this Voluntary Alternate! Parkas Construction Co. is stilI the low bidder for this project.
Our estimate was $245,000.00 for the base bid and $5,000 for the Alternate. These bids have
been reviewed and found to be in order. We are therefore recommending that the City award
this project to Parkas Construction Company.
We recommend you accept the Voluntary Alternate of $2,200 for wood partitions for security
in lieu of the chain link fence that was described in the specifications. This will allow for a
more weather tight security enclosure.
