ORDER FEASIBILTIY REPORT
ALLEY RECONSTRUCTION 8TH AVE NO/9TH AVE NO/1ST ST NO/
450 FEET SOUTH OF 1ST ST NO
Proposed Action.
Staff recommends adoption of the following motion: "Move to
adopt Resolution 94-56 ordering preparation of a Feasibility
Report for Alley Reconstruction between 8th Ave NO/9th Ave No/1st
St. NO/450 feet south of 1st st No.
This action is the first step in upgrading this alley without the
benefit of a resident petition.
Overview.
The 1994 eIP contains an improvement project for city Parking Lot
700, adjacent to 8th Avenue North. The improvement project
includes complete reconstruction of the parking lot including
adding new lights and landscaping. The proj ect also includes
reconstructing the north/south alley up to 1st street North. The
. only portion of the project proposed to be assessed out is the
alley reconstruction. The alley reconstruction must therefore
follow normal assessment procedures.
The first step in the assessment procedure for a project such as
this that has not been petitioned for is the ordering of a
feasibility report. Staff recommends that this first step be
performed by Council so there is adequate time to complete the
project this year.

o Why order a feasibility report?
As council is aware, preparing a feasibility report is a
mandatory procedure that a city must comply with in the
assessment process. In this case, the feasibility report
would serve to meet this requirement, and it would also
provide Council with detailed information that they would be
able to use in determining whether this project should
proceed past the feasibility report stage. The information
contained in the report will give Council the total project
cost, a per parcel project cost, and the city's share of the
project cost. The feasibility report would be prepared by
the City Engineer.

June 2 Council orders feasibility report
June 21 Public informational meeting (* Not at the Council
Meeting)
June 21 Council accepts feasibility report and schedules
public hearing.
June 19 Public hearing and order final plans
. July 19 Approve plans and order bids
August 22 Begin construction
As can be seen by this schedule, staff will be able to
update Council on June 21 as to the results of the public
informational meeting. The informational meeting is
scheduled to be held prior to the Council meeting on June
21st.

RESOLUTION ORDERING THE PREPARATION OF A FEASIBILITY REPORT FOR
ALLEY PAVING PROJECT BETWEEN 8TH AVE NO/9TH AVE NO/1ST ST NO/
450 FEET SOUTH OF 1ST ST NO
WHEREAS, the aforementioned alley has caused continual
maintenance problems in the past; and
WHEREAS, city staff is requesting that this alley be upgraded
under the current assessment policy even though no
petition for the upgrade has been submitted; and
WHEREAS, the first step in the assessment procedure is the
ordering of a feasibility report.
NOW THEREFORE BE IT RESOLVED, by the city Council of the City of
Hopkins, Minnesota, that the proposed improvement be
referred to the City Engineer for study and that he is
instructed to report to the council with all convenient
speed advising the Counc i I in a preliminary way as to
. whether the proposed improvement is feasible and as to
whether it should best be made as proposed or in
connection with some other improvement, and the
estimated cost of the improvement as recommended.
Adopted by the city Council of the city of Hopkins, Minnesota,
this 7th day of June 1994.
