ACCEPT FEASIBILITY REPORT

Proposed Action.
Staff recommends adoption of the following motion: "Move that Council
accept the feasibility report as ordered on June 7 , 1994 and adopt
Resolution 94-58 orderinq a Public Hearinq on JulY 19, 1994. II
Overview.
The city Council at its regular June 7 meeting received from staff a
request to undertake a feasibility report concerning the
reconstruction of the aforementioned alley. This alley has been
identified in the past as having maintenance problems and was listed
in the 1994 CIP as in need of upgrading in conjunction with Lot 700.
council subsequently authorized staff to do the feasibility study on
this project.
. Prior to the June 21 Council meeting, a public information meeting
will be held with the neighborhood in question to discuss all
improvement issues, estimated costs, and assessment policies. staff
will therefore be able to inform Council as to any resident concerns
when this issue is discussed at the Council meeting.
Primary Issues to Consider
0 Should the Council accept the feasibility report?
Staff feels it has prepared a complete report and recommends its
acceptance. The report is attached.
0 Should the Council order a public hearing?
Subsequent to the information meeting, staff is assuming the
public will be fully aware of the scope and cost of the proposed
project. Staff therefore recommends that Council order a public
hearing for July 19, 1994.

Introduction
The 1994-98 Capital Improvement Plan (C.I.P.) includes an alley paving
project for each year of the five year plan. The 1994 plan identified
three alleys that staff determined was necessary to upgrade with
concrete paving due to the high maintenance and drainage problems
associated with them. The City Council reviewed these proposed alley
paving projects during their review of the C.I.P., and subsequently
authorized staff to begin the initial analysis of these projects upon
their adoption of the C.I.P.
Backqround
The alley bounded by 8th Ave N/9th Ave N/lst st N/450 feet south of
1st st No, is presently considered an unimproved alley. It's surface
consists of a 1" - 1.5" asphalt layer that has poor drainage
characteristics. The combination of the thin asphalt layer and the
poor drainage patterns have resulted in this alley developing many
potholes over the years thereby substantially increasing maintenance
4It and other associated problems.
Proposed Design
The proposed alley improvement project provides for the construction
of a concrete pavement surface 12 feet wide and six inches thick ln
accordance with the City of Hopkins' improvement policy. A new alley
aprons will also be constructed on 1st St N. Driveway aprons will be
paved between the new alley surface and the paved driveways with
similar material as the top surface of the driveway. Gravel will be
placed in driveway openings in all situations other than matching
concrete or asphalt driveways. There will be no sod restoration on
this project. Black dirt and seed will be placed in all disturbed
turf areas along the alley.
The pavement will include a "V" design, slightly depressed in the
middle, to channel water towards the middle of the alley instead of
towards adjacent properties. It is also proposed that the pavement
grades be established to direct the drainage to an existing storm
sewer system located in this alley.

. Proposed Funding
It is proposed that the concrete pavement portion of the project be
assessed ln accordance with city pOlicy, 80% against abutting
benefitted properties and 20% against the city of Hopkins. It is
further proposed that the city's share of the project be paid entirely
from the storm sewer utility fund in accordance with city policy.
It has been determined that the fairest method to assess this project
is on a lineal footage basis. It has been further determined that the
maximum lineal footage assessment, for a non-square shaped lot, will
be based on 75 lineal feet due to the odd shape of a few parcels. A
maximum assessment was chosen in this situation as a means to
determine actual benefit of the project. A summary of the estimated
costs and assessments are provided below.

RESOLUTION ORDERING A PUBLIC HEARING

WHEREAS, the city Council authorized and directed the City Engineer to
prepare a report with reference to the aforesaid
improvement; and
WHEREAS, the city Engineer has prepared the aforesaid report for the
improvement herein described.
NOW THEREFORE BE IT RESOLVED by the city Council of Hopkins,
Minnesota:
1. The Council will consider the aforesaid improvement in
accordance with the report and the assessment of
abutting property for all or a portion of the cost of
the alley improvements pursuant to Minnesota Statutes
. Chapter 429 at an estimated total cost of the
improvement of $21,181.13.
2. A public hearing will be held in the Council Chambers
of the city Hall at 1010 First Street South on Tuesday,
the 19th of July, 1994 at 7:30 p.m. to consider said
improvement. The city clerk shall give mailed and
published notice of said hearing and improvement as
required by law.
Adopted by the city Council of the City of Hopkins this 21st day of
June, 1994.
