FOR DESIGN SERVICES FOR THE PHASE II NINE MILE CREEK IMPROVEMENTS proposed Action. Staff recommends adoption of the following motion: "Move to approve the desiGn service contract with R. C.M. for channel improvements alonq Nine Mile Creek in the amount of $10.000." Approval of this motion will allow RCM to immediately begin the design of the channel improvements along Nine Mile Creek near T.H. 169. Advance design of these improvements is necessary in order to meet the schedule requirements of this project. overview. Earlier this year the city completed Phase I of the Nine Mile Creek improvements. Phase I improvements consisted mainly of installing five new culverts along various parts of the creek. The Phase II channel ~improvements were not done at the same time as Phase I due to the lengthy ~permitting process required for the channel improvements. Staff would like to begin designing these improvements now so we will have ample time for the permitting process, and be able to complete the improvements this winter. The channel improvements are necessary in order to improve low flow conditions in this area. The channels east and west of T.H. 169 presently have siltation problems that are preventing the water from flowing out properly. The water is therefore backing up and flooding out certain areas for extended periods of time. The Phase II improvements will be designed to eliminate some of these problems and restore the flow lines to their original design. o What risks are involved in the city designing the project? The main risk involved in the city designing the project would be if the project was stopped for some reason, and was not constructed. If this occurred, the city would under no circumstances be eligible for reimbursement of any design fees. o How will the design fees be funded? The fees will be initially funded from the P.I.R. fund. The fees will be refunded in accordance with the agreement the city has with the Nine Mile Creek Watershed District for this project. If for some reason the project is not constructed the Watershed District is not ~ obligated to reimburse the city. o What is the schedule of this project? The first 4 - 5 months of this project will be dedicated towards design and the permit approval process. Once all this is completed, the remainder of the project should be easy. The channel improvements will be scheduled for construction during the months of January and February. Final clean up and trail restoration will begin in the spring. . June 13, 1994 .
