CARNIVAL PERMIT APPLICATION BY
THE HOPKINS JAYCEES
Proposed Action
Staff recommends that the Council approve the following motion: Move that the Hopkins City
Council approve the carnival permit license application of the Hopkins Jaycees.
Adoption of this motion will allow the Jaycees to sponsor a carnival on the St. Joseph's Church
property.
Overview
The Hopkins Jaycees have requested a permit to sponsor a carnival on the 81. Joseph's Church
property on July 7, 8, and 9. The carnival is scheduled to run from noon to 10:00 p.m. on
Thursday, and from noon to 11 :00 p.m. on Friday and Saturday. The Jaycees are also requesting
the use of the Suburban Chevrolet property, south of Mainstreet, for parking.

Analvsis of the Issues
. What are the concerns regarding this carnival?
There are a variety of concerns with allowing a carnival at this site. The primary concern
would be noise. The City Gables condominiums are across the street from the site. Staff
has notified the condominium association. However, because of the short notice regarding
this permit, staff has not received any comments. The Jaycees have indicated a
willingness to adjust the hours of the carnival if that is necessary to accommodate the
neighbors.
All City departments have been notified of the Carnival. Community Development has
some concerns regarding the use of the Suburban Chevrolet lot. These concerns are
stated in an attached memorandum. These issues should be able to be worked out with
the Jaycees.
Alternatives
. 1. Approve the carnival permit. This will allow the Jaycees to sponsor a carnival on July 7, 8,
and 9.
2. Do not approve the carnival permit. This will prevent the Jaycees from sponsoring a
carnival on July 7,8, and 9.
Staff recommends Alternative #1, assuming that there is no opposition from the neighbors and
that all conditions are agreed to.

SUBJECT: FORMER SUBURBAN CHEVROLET PARKING LOT AREA
It is my understanding that st. Joseph's Catholic Church is
interested in using the parking lot area of this property south
of Mainstreet in conjunction with an upcoming carnival. In
conjunction with this usage, Community Development staff would
request that the following requirements be adhered to by the
user:
0 An individual be on site during the entire time the
property is actually being used for parking. This
. person would be responsible for the following:
- Monitor parking and usage of the property
- Lock the gate at the end of each day's use
0 Provide the city with an insurance policy detailing
property and liability insurance coverage in an amount
acceptable to the city and naming the Hopkins Housing
and Redevelopment Authority as an additional insured on
the policy.
0 Ensure that all debris and refuse are picked up after
usage of the site is completed.

just east of their school facility. This event would be held on
the following dates:
0 Thursday, July 7 - noon to 10 p.m.
0 Friday and Saturday, July 8 and 9 - noon to 11 p.m.
. In conjunction with this carnival, the church is also requesting
approval to utilize the parking area of the former Suburban
Chevrolet south of Mainstreet between 11th and 12th Avenue for
vehicle parking. The City Council will consider action on both
of these items at their regularly scheduled meeting Tuesday, July
5 at 7:30 p.m. at Hopkins city Hall. You are invited to attend
this meeting. Also, please inform your Association members of
this meeting.
