Staff recommends adoption of the following motion: "Move to Adopt Resolution 94-72. Establishing "No Parkinq" Restrictions on the East Side of Blake Road from Countv Road 3 South to the City Limits." overview. Blake Road south of CR3 does not have any existing parking restrictions. Traffic is therefore allowed to park on both sides of the street. When traffic does park on both sides the driving lanes get narrowed down due to the narrow width of this street. This type of parking situation creates hazards for motorists trying to travel e down the street as well as pedestrians trying to cross the street. Analvsis of Issues. o How often is the parking situation a hazard? The parking situation along Blake Road becomes a hazard for both motorists and pedestrians during most athletic events at Blake School. It also becomes a hazard whenever cars are parked on both sides of the street for smaller functions. The problem is created whenever cars are parked across from each other resulting in the driving lanes being narrowed down. o How does Blake School feel about the proposed restrictions? Officials from Blake School recognize there is a hazardous situation whenever they host an athletic event and people park on both sides of Blake Road. In fact, school officials felt the situation was so hazardous that they requested permission to post the east side of Blake Road "No Parking" whenever they held an event. Blake School would therefore favor establishing "No Parking" restrictions on the east side of this street. ~ 0 What is the Police and Public Works Departments recommendation on _ this matter? Both of these departments recognize the problems that are created when parking is allowed on both sides of this street, and would therefore strongly favor posting "No Parking" on one side. The east side would be the obvious side to post with parking restrictions due to the geometric differences of both sides. . --------- - - . These parking restrictions are being considered by Council as a :mea!1S 'to address the traffic hazards that are created when cc~rs park on both sides of the street. 'l'he proposed "No Parkingll restrictions are scheduled to be considered by Council at their August 2, 1994 Council :meeting. The Council meeting will start at 7:30 p.m. and will be held at the Council Chambers at city Hall. Anyone desiring to be heard on this matter should plan on attending the meeting. CITY OF HOPKINS Hennepin County, Minnesota RESOLUTION NO. 94-72 ESTABLISHING "NO PARKING" RESTRICTIONS ON THE EAST SIDE OF BLAKE ROAD FROM COUNTY ROAD 3 SOUTH TO THE CITY LIMITS WHEREAS, parking 1S presently allowed on both sides of Blake Road south of CR 3; and WHEREAS, when vehicles are parked on both sides traffic hazards are created for motorists and pedestrians due to the narrow width of the street; and . WHEREAS, the City of Hopkins has determined that most of these traffic hazards can be eliminated if one side of Blake Road 1S posted with "No parking" restrictions; and e WHEREAS, the city has further determined that the east side of the street would be the best side to restrict parking due to the narrow shoulder along this side. NOW THEREFORE BE IT RESOLVED, that the city Council of the city of Hopkins, Minnesota, hereby establishes "No Parking" restrictions on the east side of Blake Road, south of CR 3 to the city limit, and directs staff to install the appropriate signing for this type of restriction.
